Boats_December 1972 to May 1973BOATS 53 Meeting Date Re: lots opposite 46th St. Beach for income purposes to City - Councilman Haber requested City Mgr. to review and report back to Council as to possible leasing of dockage space as a source of revenue; that this issue also be referred to the Marine Advisory Bd. for its study and recommendation. Councilman Haber asked Mgr. to ascertain what rentals the commercial use of dockage space affords to owners of outlots and what action is being taken re: regulation of vessels in some manner as to give income to City. City Mgr. advised that a report had been sent to Council concerning action taken on the sunken boats in Dade Canal. RE: proposed amendment to Code prohibiting parties residing on all boats; prohibiting dis- charge of sewage from any boats docked within M. B. waterways, Council voted to refer this issue to the Marine Adivsry and Inspection Brd. for public hearing and Bd. to return specific BOATS (continued) recommendations to Council as to ways of pre- venting discharge of sewage. V.M. Goodman asked City Atty. to prepare legis- lation, same as airport head tax in various cities in U. S., levying "head tax" on all craft that float in City's waterways for early action by Council. 54A Date 1/17/73 1/17/73 Councilman Magnes outlined problems incurred by N. Bay Village in enactment of its anti -pollution law and suggested City Atty. obtain record of their problems from N. Bay Village City Clerk. 1/17/73 City Mgr. advised study previously requested 1/17/73 BOATS 55 Meeting Date requested by Councilman Haber to have a report at the March 7th Council meeting re: potential revenue to City; what has to be done to provide for such dockage and any legal ramifications. 2/21/73 Amend Chapter 7 of City Code to provide for annual license tax on certain boats and vessels. Requested by Vice Mayor Goodman Councilmen Rosen and Dr. Haber (Def. from 2/21/73 to await report of Marine Advisory Bd.) 1. Opinion of City Atty. re: Council's power to enact such ordinance. Requested by Council- man Weinstein and 2. Report of Marine Inspector.3/7/73 BOATS 57 Meeting Date two ordinances: An ordin. providing for a tax on boats which are used as living quarters, houseboats, yachts, etc. that are permanently docked with people living on board a minimum of 60 days. Another Ord. similar to resort tax, whereby hotel, apt. bldg. or condominium who leases the dock space to these vessels on which the people live, would pay a tax for such commercial use of their dock space. Councilman Weinstein asked when these ordinances are ready and submitted to Council, the City Mgr. and Administration; the Marine Advisory Board be prepared with their opinions and recommendations and BOATS (continued) regulations Proposed Code amendment re: annual license tax on certain boats and vessels deferred to 3/7/73 to await report of Marine Advisory Board. 12/20/72 54C Date 2/7/73 2/21/73 BOATS 56 Meeting Date Re: ordinance re: annual license tax on certain boats, City Atty. advised that City is empowered to levy such tax provided that all revenues there- from must be allocated to specific purpose of controlling, regulating and maintaining the lakes, rivers and waters within the community. 3/7/73 Councilman Dr. Haber emphasized that he was only interested in providing for payment of a tax or fee by those people who come to Miami Beach and live aboard their vessels; those who pay dock rentals to private enterprises - hotels, apt. houses, etc. 3/7/73 Vice Mayor Goodman requested the City Atty. to prepare 86A -rt that the CityAtty. be prepared with his recommendatin as to constitutionality of ese or finances. 5$ Meeting Date 3/7/73 Councilman Weinstein proposed that City Mgr. return to Council with a recommendation as to steps to be taken with respect to entire matter of licensing of such vessels. 3/7/73 It was suggested by Councilman Rosen that such recommendations could return to Council on 3/21/73 if possible. 3/7/73 Memo 3980-17 Ft.
