reported that he was unable to negotiate
with the owners of the Horowitz property
located at southeast corner of Dade Blvd.
and Meridian Ave., and recommended that City
Atty. pursue eminent domain action to acquire
this property. City Atty. advsied he would
go forward. For information only. No action

(Add-on) City Atty. advised that Mrs. Edith
Broida, personal representative of the Horowitz
property (1931 Michigan Ave.), had submitted a
written offer for the City to pay $315,000 to the
estate for the property and fees; that he and Mr.
S.Z.Bennett, the City's negotiator and real estate
consultant, recommend that the City not accept the
offer. He further advised that the condemnation
suit was set for trial the week of Nov. 17, and
that the property is assessed at $215,000. No
action taken. City Atty. to proceed as previously
