Aged that preliminary plans for a residence for
the aged were filed with City prior to imposition
of moratorium, and to determine whether their re-
quest is within the purview of the guidelines es-
tablished for exemption from moratorium and to
submit recommendation to City Mgr. for appropri-
ate administrative action. 11/19/75
Mr. Harry Plissner appeared and presented
final report of Ad Hoc Nursing Home Committee.
(Deferred from Dec. 19, 1979) City Atty. re-
viewed chronological events concerning deeding
by U. S. Government, via the City, of Mt. Sinai
Hospital property, and stated that one of the

conditions for granting deed was that hospital
was required to build a nursing or convalescent
home, however, inasmuch as this was not done
within stipulated time, it is no longer a legal
question, but might be a moral one. Commissioner
Weinstein requested that Administration and City
Atty. meet with Director and staff of Mt. Sinai
Hospital to present this documentation to them
and to urge that they build a nursing home
facility. Mr. Plissner suggested that a work-
shop meeting be held with all interested
parties, but Mayor Meyerson requested City Mgr.
