WHEREAS, Senate Bill 1590, as proposed with two Committee Substitutes (CS/CS/SB 1590), is pending in the 2017 Florida Legislative Session; and WHEREAS, CS/CS/SB 1590 was introduced by Senator Jack Latvala (R- Cleanuater) and was co-introduced by Senators Travis Hutson (R-Palm Coast), Debbie Mayfield (R-Melbourne), Linda Stewart (D-Orlando), and Dorothy L. Hukill (R-Port Orange); and WHEREAS, CS/CS/SB 1590 revises the criteria to be considered by the Florida Department of Environmental Protection (DEP) in determining and assigning annual funding priorities for beach managernent and erosion control projects; revises the list of projects that are included as inlet management projects; revises the ranking criteria to be used by DEP to establish certain funding priorities for certain inlet-caused beach erosion projects; revises requirements for the comprehensive long-term management plan; and provides for annualfunding, in a minimum amount of the lesser of 7.6 percent or $50 million from the Land Acquisition Trust Fund to be used for projects that preserve and repair State beaches; and WHEREAS, companion House Bill 1213, pending with two committee substitutes, has been filed in the Florida House of Representatives (CS/CS/HB 1213) by Representatives Kathleen M. Peters (R-St. Petersburg) and George R. ANALYS!S On April 21,2017, The Miami Herald published an article entitled "Seagrass keeps dying in Biscayne Bay. ls it getting too sick to recover?" The article discussed how the urban end of Biscayne Bay, vrhich managed to survive decades of causeway and jet skis and dredging, where acres of seagrass grew in waterthat remained clear despite allthe pumping and dumping from its coastal neighbors, is sick. Since 2012, more than half the meadow has died, causing alarm to those who monitor the situation. The article lists as an unknown factor for some scientist as to cause of the die-off the increased pumping of untreated stormwater from Miami Beach.
