The recent elimination of tax incentives by Tallahassee has had a devastating financial impact on Miami Beach, resulted in an exodus of jobs and has eroded Florida's credibility as a viable location for production. This coupled with Zika, the threat of hurricanes and other natural forces have together taken a significant financial toll on the economy of Miami Beach. The Production lndustry Council has been tasked with the responsibility of helping to restore this vital industry to Miami Beach by proposing reasonable guidelines for film and production. A thoughtfully managed film and production industry leads to: 1) lncreased tourism, 2) Heighted sales of our valuable real estate and businesses, 3) lncreased real estate tax rolls, 4) A robust hospitality industry, 5) Greater revenue for the City to support critical infrastructure, 6) The propagation of a positive message about our amazing City, as well as 7) A source of tremendous pride for Miami Beach residents. On Wednesday, April 26th during the Commission meeting, you will have the opportunity cast your vote on suggested changes to the film and production guidelines in the City of Miami Beach. This vote will determine the future of the film and production industry which is integral to the fabric of Miami Beach, and the foundation upon which this great city has built its global reputation. The proposed changes to the film and production guidelines represents the culmination of 2-years of research by the Production lndustry Council, in concert with the residents, the industry and various departments within the City of Miami Beach. The proposed guidelines are only small steps towards resurrecting this critical industry, and while I believe that we could do even more to advance this effort, what you will vote 3 Daniel Davidson Chairman, Production lndustry Council City of Miami Beach Miami Beach, FL 33139 on at the Commission meeting represents a balanced and thoughtful approach to meeting the diverse needs of residents, Iocal businesses and the production industry. The Production lndustry Council hereby respectfully requests Commission's adoption of the proposed recommendations and we look fonrvard to reinvigorating an industry crucial to our long-term survivalwhile helping to further restore the reputation of Miami Beach as a global leader in culture and the arts. Sincerely, Daniel Davidson, Resident Chairman, Production lndustry Council Joanna Rose Kravitz, Member Ellen Marchman, Member Abdul Muhammad, Member Tom Musca, Member Belkys Nerey, Member Aleksander Stojanovic, Member 4
