Chapter 2, Article Vll, Division 3 of the City Code of Miami Beach entitled "Lobbyists" requires the
registration of all lobbyists with the City Clerk prior to engaging in any lobbying activity with the Gity
Commission, any City Board or Committee, or any personnel as defined in the subject Gode
sections. Gopies of the City Code sections on lobbyists laws are available in the City Clerk's office.
Questions regarding the provisions of the Ordinance should be directed to the Office of the City
Attorney.

RECOMMENDATION
Adopt the Resolution.
ANALYSIS
At the City Commission meeting on September 27, 2016, the Mayor and City Commission
adopted Resolution No. 2016-29590, approving a 1O-Point Plan for Ocean Drive. Ordinance
No. 2017--, codifying point 4(F) of the 10-Point PIan, requires that every manager and
every employee assigned to work in a sidewalk caf6 on Ocean Drive to successfully complete a
hospitality training program that has been previously approved by Resolution of the Mayor and
City Commission. Staff requests that the Mayor and City Commission approve the Forbes
Hospitality Program, pursuant to this ordinance.
Cunently, the Miami Beach Visitor and Convention Authority (MBVCA) partners with Forbes
Travel Guide to provide cihrnrvide hospitality training, however, the Ocean Drive Association
(ODA) asked that any training provided to sidewalk cafe staff/personnel be tailored to
specifically address code of ordinance issues unique to Ocean Drive. The MBVCA will adapt
their hospitality training for Ocean Drive Sidewalk Cafes, fulfilling ODAs request. The training
will be designed to enable everyone uho interacts with the visitors and residents of the City of
Miami Beach in a courteous and professional manner, as well as reeducate operators on the
City's rules and regulations.
As part of the program, Forbes Travel Guide's seasoned executive trainers will provide 2.5-
hour classes, at no cost to the City or participants. They will combine their expeftise with the City
of Miami Beach's sidewalk caf6 code standards in order to create a dynamic and informative
program.
CONCLUSION
The Forbes Travel Guide's Hospitality Training will enhance operator behavior and positively

WHEREAS, the Mayor and City Commission, in consultation and collaboration with the
Mayor's Ocean Drive Task Force and the Ocean Drive Association, desire to revitalize the
visitor experience on Ocean Drive; and
UIIHEREAS, on September 27, ?016, the Mayor and City Commission adopted
Resolution No. 2016-29590, approving a 10-Point Plan for Ocean Drive; and
WHEREAS, on May 17,?017, the Mayor and City Commissian adopted Ordinance No.
a}fi--', requiring manager$ and sidewalk cafe employees of sidewalk cafe pennittees
on Ocean Drive between 5e Street and 15b Street to successfully complete a hospitality training
program that has been previously approved by Resolution of the Mayor and City Commission;
and
WHEREAS, the Miami Beach Visitor and Convention Authority is partnering with the
world's most prestigious standard bearer for luxury hospitality worldwide, Forbes Travel Guide,
to provide a citywide Hospitality Service Training program; and
WHEREA$, the Forbes Travel Guide's training program has been utilized at some of the
world's most celebrated hotels, spas and restaurants, and is known for fostering best practices
as well as developing staff confidence; and
WHEREAS, for the first time, this type of world-class training is now accessible to all
members of the hospitality industry in the City of Miami Beach, offering genuine and anticipatory
hospitality; and
WHEREAS, the Forbes Travel Guide has agreed to partner with the City of Miami Beach
to incorporate, alongside theirtraining, Sidewalk Caf* Code Standards.
NOW, THEREFORE, BE IT DULY RESOLVED BY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,
Commission hereby approve, pursuant to Ordinance No. 2017'
Hospitality Training Program as an approved program for the City's Ocean
hospitality training requirement.
