A Resolution Creating, Subject to the Approval of a Majority of the Affected Property Owners, a Special Assessment District, for a Period of One Year, to be Known as the Washington Avenue Management District No. 3; Providing for the Levying of Special Assessments; Indicating the Location. Nature and Estimated Cost of Those Services Whose Cost is to be Defrayed in Part by the Special Assessments; Providing the Portion of the Estimated Cost of the Services to be Partially Defrayed by the Special Assessments; Providing the Manner in Which Such Special Assessments Shall be Made; Providing When Such Special Assessments Shall be Made; Designating the Lands Upon Which the Special Assessments Shall be Levied; Providing for Publication of this Resolution; and Authorizing Related Actions. 2. A Resolution Fixing a Time and Place at Which the Owners of the Properties Specially Benefitted by the Creation of a Special Assessment District to be Known as the Washington Avenue Management District No. 3, for the Purpose of Funding Security, Maintenance, and Related Services in the Area Generally Bounded Along Washington Avenue from 5th Street to 16th Street, All Lying within the Corporate Limits of the City of Miami Beach, or any Other Persons Interested Therein, May Appear Before the City Commission of Said City to be Heard as to the Propriety, Advisability and Cost of Providing Such Services, Against Each Property so Benefitted, Such Hearing to be Held in Accordance with Sections 170.07-170.08 of the Florida Statutes. Administration Recommendation: Approve the Resolutions. (Development, Design and Historic Preservation) ACTION: Commissioner Kasdin announced his recusal.
