Congratulations on your election as a City Commissioner and welcome to City Hall!
Enclosed is an orientation handbook that has been prepared for you in order to better
familiarize you with some ofthe City's various policies, procedures and on-going projects.
This handbook includes an overview of the City Administration and an introduction of the
organization; a list of the major 2000-2001 accomplishments; our goals and priorities for
2001-2002; general information relevant to the Commission including details on our
budget and legislative priorities; a listing and description of all City Departments; and a
description of some of our major City-wide projects.

I hope that this handbook provides you with useful and valuable information. As I have
mentioned to you, I would like to meet at your earliest convenience to further discuss the
many issues the City of Miami Beach is dealing with and to provide you with whatever
further information you may need to better prepare for your tenure as one of our new City
Commissioners.
In addition, I am including a copy of our adopted budget for the Fiscal Year 2001-2002 and
a set of the. Elected Officials Handbooks published by the International City/County
Management Association (ICMA) which includes useful information on setting goals for
action; building a policy-making team; setting policies for service delivery; setting policies
for internal management; and pursuing personal effectiveness.
