RESOLUTION NO. 81-16856
A RESOLUTION REAFFIRMING THE CITY'S
COMMITMENT TO PROVIDE FUNDING FOR •
THE PERMANENT CLOSING OF DREXEL
AVENUE BETWEEN 14TH STREET AND
ESPANOLA WAY FOR THE PURPOSE OF
DEVELOPING A LANDSCAPED MINI-PARK
BETWEEN THE IDA M. FISHER AND
LEROY D. FIENBERG SCHOOLS AND
ENDORSING THE DADE COUNTY PUBLIC
SCHOOL BOARD'S REQUEST FOR STATE
DEPARTMENT OF EDUCATION MATCHING
FUNDS FOR THIS PROJECT

WHEREAS, on December 19, 1979, the City Commission unanimously voted to
temporarily barricade Drexel Avenue between 14th Street an Espanola Way to vehicular •
traffic and indicated their intent to permanently.close this street; and
WHEREAS, on May 21, 1980, the City Commission, via Resolution No. 80-16288,
approved the allocation of $35,200 of 6th Year Community Development Block Grant Funds
for the purpose of developing a landscaped mini-park within the closed area of Drexel
Avenue; and
WHEREAS, the Areawide Agency on Aging provided a $181,000 grant from
Federal Older American Act Funds to the Jewish Community Center of South Florida for
the purpose of providing improvements to the Ida M. Fisher site; and,

WHEREAS, on May 20, 1981, the City Commission via Resolution No. 81-16671
authorized the execution of an agreement with the Jewish Community Centers of South
Florida to provide $125,000 of Community Development Block Grant Funds for the purpose
of providing matching funds for improvements to the Ida M. Fisher site;and,
WHEREAS, on September 3, 1981, the Dade County School Building Committee
recommended that the School Board authorize the expenditure of $35,000 from the Sites
Various Fund for the purpose of beginning work on closing Drexel Avenue and endorsed the
submission of a request to the State Department of Education for funds to make various site
improvements to the Fisher/Feinberg School property; and
WHEREAS, on November 4, 1981, the Dade County School Board authorized the
expenditure of $35,000 from the Sites Various Fund and authorized the Superintendent to
submit a proposal requesting $715,200 from the State Department of Education for these
school properties; and
WHEREAS, in preparing the request for State funding, the land value of the
closed area of Drexel Avenue is valued at $374,000;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the City reaffirms its commitment to
permanently close Drexel Avenue between 14th Street and Espanola Way and provide
$160,200 in Community Development Block Grant Funds to the Ida M. Fisher/Leroy D.
Fienberg Community School Improvement Project so that this property may become a part
of the Leroy D. Fienberg Community School Complex, thereby enhancing the safety and
educational development of the children and adult users of the community school.
BE IT FURTHER RESOLVED BY THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, that the City endorses the Dade County School Board's efforts to
secure State of Florida Department of Education funds for the development of the Leroy D.
Fienberg Community School Complex.
