PROFESSIONAL EXPERIENCE SUMMARY
Transformational executive and thought leader in integrated water resources
management with a career spanning more than 20 years. Consistently delivers
top-notch performance and groundbreaking improvements for public and private
organizations in South Florida. Currently leads a multi-billion dollar water
infrastructure program in Miami-Dade County, which includes the
implementation of State-mandated Ocean Outfall Legislation aimed at reducing
nutrient loadings to water bodies, minimizing the use of ocean outfalls by 95
percent, and achieving 60 percent water reuse by the year 2025. Additionally, Mr.
Anand oversees the planning, design and construction of a portfolio of more
than 250 systemwide infrastructure development projects. He leads this charge
with a vision of shifting from a transactional approach to water infrastructure
planning, to one which will transform the water system in the region.
WATER, WASTEWATER & STORMWATER UTILITIES —
ENGINEERING DESIGN, CONSTRUCTION, PROJECT
MANAGEMENT & OPERATIONS
Directing capital improvements, regulatory compliance and resilience efforts
for the Miami-Dade Water & Sewer Department, which encompasses three
regional water treatment plants and one reverse osmosis plant producing
464 MGD as well as three wastewater treatment plants rated at 375.5 MGD
Administering and implementing the multibillion-dollar program aimed at
building a resilient water and sewer infrastructure while using innovative
design approaches to ensure the sustainable delivery of high-quality
drinking water and wastewater services to the residents of Miami-Dade
County
Spearheading the execution of the following programs effectively while
providing necessary upgrades to thousands of miles of pipes, pump
stations, and water and wastewater treatment plants: $5.7B Ocean Outfall
Legislation; $1.95B Consent Decree; $1B Pump Station Improvement &
Resilience: $139; and $4.9B in other utility projects
Leading a multidisciplined team in providing the following services: project
management, engineering studies, engineering design, specification
preparation, contract management, construction management, post-
disaster recovery and damage assessment, and emergency repairs
Mitigating risks such as water variability and impacts from climate change
by putting in place a reliable, resilient and flexible system that can
effectively anticipate and adapt to acute shocks and chronic stresses.
Implementing several capital infrastructure improvements including
reliability upgrades to treatment plant, network vulnerability assessments,
asset management systems, Inflow & Infiltration improvements, pump
station rehabilitation and upgrades to meet regulatory standards and new
development needs
PLANNING & REGULATORY COMPLIANCE
Developing water and wastewater resources and facilities that meet the
county’s projected needs, in a manner that promotes public health,
environmental protection, water conservation, operational efficiencies,
reliability and planned land use
Working closely with regulatory agencies — including the Florida
Department of Environmental Protection, U.S. Environmental Protection
Agency and others — as part of the execution of the current Consent
Decree, Ocean Outfall Legislation and other capital programs, ensuring that
efforts aren’t “deadline-driven” but instead “asset value and need-based”
