Wednesday. The salons are
part of the Phase 1 reopening
plan that also includes barber
shops, hair salons and retail
stores.
There are a lot of happy
people out there, who can
hardly wait to resume life in
the new normal, and look
presentable again, even if just
for a Zoom call.
At Harmony Salon in the
Edgewater District of Miami,
appointments were filling up
through the day, they said.
Walk-ins are no longer al-
lowed, according to the
state’s COVID-19 restrictions
and guidelines, so plan
accordingly.
Clients are staggered to
avoid too many people in the
space at the same time, and
the business has to operate
only at 25 percent capacity.
Advice: Get an early start.
There are no temperature
checks at the door, but you
are required to wear a mask
and wash your hands well
before sitting down. Blue
duct tape on the floor a la
Costco designates where you
should stand to properly
social distance. Forget about
leafing through the latest
gossip tabloid while you wait.
The magazine racks are long
gone to prevent the spread of
disease.
Plexiglass was put up
around the cashier’s desk
and in between technicians
and visitors. But the man-
icurist’s physical distance
remains at an arm’s length.
Pedicurist stations did not
have plexiglass, at least at
Harmony.
All employees wore masks,
hand sanitizers were at the
manicurists’ tables and em-
ployees continually wiped
down counters, stations and
equipment, even the little
bottles of polish.
Among the businesses hit
hard by COVID-19, the nail-
care industry was dealt an
extra blow after California
Gov. Gavin Newsom said
that health officials traced his
state’s community spread to
a nail salon.
Soon after, Stephanie
Lavery, editor of NailPro
magazine,wrote a scathing
open letter to Newsom say-
ing the politician’s words
were “irresponsible,” and he
should be “ashamed at using
his podium” to instill fear.
“You have singled out one
segment of the population
and put them under a micro-
scope, opening them up to
unfair judgment with your
salacious remarks,” the letter.
Even before the pandemic
emerged, the Florida Board
Of Cosmetology, based in
Tallahassee, oversaw all
salons in the state, ensuring
safe and sanitary conditions.
The board “enforces laws
and regulations through
inspections, investigation into
complaints submitted by
consumers and conducts
hearings, imposes penalties
and enforces actions.”
As a longtime Harmony
client, I felt pretty secure
returning on Wednesday, but
immediately shower after
returning home. I tipped big,
$10 on a $30 bright red gel
manicure, to show my sup-
port.
A veteran technician said
she was relieved to be back
at work after so many weeks
without a steady paycheck.
“I am so happy to be here
again,” she said, admitting
she was still getting used to
wearing a mask all day. “I
missed my clients and I think
they missed me. Everyone
wants to feel and look good
after being stuck at home for
so long.”

During the first day back
at parks and marinas in
Miami Beach since the coro-
navirus pandemic shut
down open spaces county-
wide, not everyone followed
the rules.
Miami Beach police re-
ported that 652 people were
issued warnings Wednesday
for not wearing face masks
while at the city’s newly
reopened recreational
spaces. Additionally, 145
people were removed from
parks after closing time, and
23 social distance warnings
were issued.
City Manager Jimmy
Morales, who authorized the
city to ease its shutdown
measures in compliance
with a county order, called
it a “very challenging day
one” and said he would
consider closing back down
if residents do not follow
the new rules.
“If we continue to experi-
ence people refusing to
comply with the city’s emer-
gency orders, including
wearing face coverings
where required (parks,
beachwalks, baywalks, etc.),
we will need to close certain
areas,” Morales said in a
tweet Thursday.
As parks and boat ramps
reopened on Wednesday,
Morales imposed a new
restriction that requires
facial coverings to be worn
by all users of the city’s
beachwalks and baywalks,
except by “children under
the age of 2, persons who
have trouble breathing due
to a chronic pre-existing
condition, or persons en-
gaged in strenuous physical
activity or exercise.”
Miami Beach Police Chief
Richard Clements presented
a report to the city adminis-
tration Thursday with the
violations that park rangers
found Wednesday at open
spaces across the city.
“Our ultimate goal is and
will always be compliance,”
police spokesman Officer
Ernesto Rodriguez said in
an email. “Most patrons
complied and those who
didn’t were asked to leave.”
The violations include 138
violations for riding bicy-
cles, e-scooters, skate
boards or roller blades on
the beachwalk or baywalk
prior to 9 a.m. or after 5
p.m., when the paths are
reserved for pedestrians.
Mayor Dan Gelber, who
has received national media
coverage for the city’s rela-
tively speedy action closing
beaches and issuing a
shelter-in-place order, said
violators of the orders are
“endangering other people”
and should “treat these
orders seriously.”
But, he said, residents
have “overwhelmingly”
supported the emergency
measures Morales has im-
posed.
“We’re just trying to accli-
mate people,” he said. “It’ll
take a bit to socialize people
to this but once they do it’ll
be second nature hopefully.”
Commissioner Ricky Ar-
riola, who has butted heads
with Gelber and Morales for
resisting his calls to reopen
the city more quickly, said
the mask rule was “silly”
and implemented for politi-
cal “optics.”
“If people are maintaining
social distance, I don’t see
how a mask is going to do
much good,” he said.
He said the text of the
order will lead to inconsis-
tent enforcement because
what may be a leisurely walk
for one person may be
“strenuous” exercise for
another. Rodriguez, the
police spokesman, said
some alleged violators told
enforcement staff they had
respiratory issues and “were
not challenged.”
“It becomes so arbitrary,”
Arriola said.

Once again, a Coral
Gables body has dead-
locked on what’s become
one of the hottest issues in
the City Beautiful: whether
to designate an early
ranch-style house by a
noted architect as a pro-
tected historic site.
On Tuesday, it was the
city commission’s turn to
fail to come to a binding
decision following a vir-
tual, three-hour public
hearing that saw more than
a dozen people testify re-
motely for and against,
plus the live one-by-one
review by the city clerk of
about 100 emails.
Commissioners cast a
2-2 vote on a motion by
Commissioner Jorge Fors
that would have upheld a
decision by the city preser-
vation board against pre-
serving the 1937 home by
architect Russell Pancoast.
That means a final decision
remains up in the air,
pending likely reconsider-
ation by the end of May.
The Coral Gables preser-
vation office proposed the
designation after conclud-
ing the house is historically
and architecturally signif-
icant because it reset the
city’s predominant look
from the Mediterranean-
inspired design of its early
years to modern styles for
decades to come.
A Coral Gables resident
who lives next door to the
Pancoast home on Asturia
Avenue, Vicki Cerda, filed
an appeal challenging the
preservation board’s 5-4
denial of designation in
March. That came after
Gables city manager Peter
Iglesias declined to pursue
an appeal on behalf of the
preservation office he over-
sees.
Mayor Raúl Valdés-Fauli
recused himself on Tues-
day at Cerda’s request. The
mayor had publicly aired
his opposition to the desig-
nation prior to the preser-
vation board vote in an
unusual letter that castigat-
ed city staff for proposing
it. Because preservation
decisions are quasi-judicial
zoning matters, board
members and city commis-
sioners are not supposed to
discuss or reach a decision
outside public hearings in
which evidence and legal
arguments are presented.
Tuesday’s 2-2 vote
means the question will
automatically come back to
the commission at the next
meeting on May 26. But
barring a change of heart
from Fors or Vice Mayor
Vince Lago, who also voted
to uphold the preservation
board decision, it seems
unlikely the next vote tally
will be any different. Un-
der city rules, a second tie
vote would mean Cerda’s
appeal is defeated.
The proposed house
designation has become a
flash point for clashing
views over preservation in
a city renowned for its
strict codes and protection
of historic buildings and
sites, but that has seen
dense redevelopment in
and around its downtown
and several decisions not
to protect key buildings.
Valdés-Fauli, who often
has supported preserva-
tion, is among a faction
arguing that overzealous
designation efforts are
hurting real estate inter-
ests, while preservationists
say the city is turning away
from its historic legacy.
Cerda, who told commis-
sioners she had over 100
signatures supporting her
appeal from Gables resi-
dents, argued that the
preservation board major-
ity erred in dismissing
substantial evidence mar-
shaled by the city preserva-
tion office in support of the
Pancoast house desig-
nation.
The city office was legal-
ly obligated to review the
property for historic value
after its purchasers, mem-
bers of the prominent Valls
family that owns the Ver-
sailles and La Carreta res-
taurant empire, filed for a
demolition permit. The
city’s zoning ordinance
says a property “shall” be
designated historic if it
meets one of five criteria
for cultural, historic or
architectural importance.
An extensively researched
report by the city preserva-
tion office concluded the
Pancoast house meets
three of the criteria.
“It’s very simple. Rules
are to be followed,” Cerda
added. “The decision of
the board was wrong. This
house qualifies. It set a
precedent. It set a style.”
Mario Garcia-Serra, an
attorney for homeowner
Lourdes Valls, disputed
that conclusion. He said
the preservation board vote
means the majority did not
agree the home met the
criteria, even if they did
not explain themselves.
Garcia-Serra argued that
the house is an isolated,
one-off job that inspired no
imitators and did not rep-
resent the best of Pan-
coast’s work.
“The facts do not sup-
port that this was a trend-
setting house,” he said.
In voting to overturn the
preservation board’s deci-
sion, commissioners Patri-
cia Keon and Michael Me-
na both expressed concern
over the lack of comments
or discussion from the
preservation board major-
ity.
