EXPERIENCE OVERVIEW
Mr. Cockman is a seasoned bilingual (Spanish/English) health communications
professional with 20 years of experience in strategic planning and message
development. He has served as project manager, strategic counsel, and messaging
strategist for an array of federal health agencies, including the Centers for Disease
Control and Prevention (CDC), the National Institutes of Health (NIH), and state health
departments. Mr. Cockman helps public health practitioners and health communicators
conceptualize ideas and bring those ideas to life through evidence-based research and
participatory-based communications techniques that promote better health outcomes
for individuals and communities. He brings deep, substantive expertise in
communication in many subject matter areas across the spectrum of public health and
science, including cancer, heart disease and blood disorders/diseases, antibiotic
resistance, sepsis, infection prevention and control, HIV and AIDS, and LGBTQIA+
health disparities.
PROJECT EXPERIENCE
Chief Officer for Scientific Workforce Diversity (COSWD) and UNITE initiative, National
Institutes of Health (NIH), Office of the Director, 2018–Present
Program Director. Mr. Cockman leads the COSWD and UNITE contracts and provides
strategic guidance on communications, which includes COSWD and UNITE research
and evaluation, partner engagement, digital communications and social media,
scientific writing, and analytics. He leads a team of professionals who worked alongside
NIH leadership to develop the 2022–2026 COSWD Strategic Plan and UNITE 2021–
2022 Progress Report.
National Center for Injury Prevention and Control (NCIPC), CDC, 2020–2021
Senior Messaging Strategist. Mr. Cockman developed all strategic messaging for
topics related to bullying, suicide prevention, drug use, and adverse childhood
experiences. He created messaging about firearms and suicide prevention.
National Center on Birth Defects and Developmental Disabilities (NCBDDD), CDC,
2020–2021
Senior Messaging Strategist. Mr. Cockman worked in conjunction with the National
Academies of Sciences, Engineering, and Medicine to develop messaging for
NCBDDD for children and adolescents who experience mental health challenges during
times of crisis (e.g., the COVID-19 pandemic).
National Library of Medicine (NLM), 2019–2020
Senior Messaging Strategist/Project Manager. Mr. Cockman worked alongside
NLM’s Office of Communications and Public Liaison (OCPL) and the onsite project
manager to deliver a comprehensive communications and NLM awareness campaign.
The campaign promoted NLM and its offerings using social media, analytics, media
relations, messaging, and formative research to help support key messages and
understanding among internal audiences, as well as important NLM research to drive

leaders to reach key social and traditional media influencers.
National Eye Health Education Program (NEHEP) Messaging Platform Initiative, National Eye Institute (NEI), 2019
Senior Messaging Strategist. Mr. Cockman developed NEI’s inaugural messaging platform to expand awareness of NEHEP
among key internal and external audiences.
Workplace Climate and Harassment Survey Campaign, NIH, 2018–2020 Senior Messaging Strategist/Project Manager. Mr. Cockman was responsible for developing messaging and materials for
the NIH’s Anti-Harassment campaign, which included work with NIH’s Office of the Director, Civil Program, and Chief Officer
for Scientific Workforce Diversity. He used ICF’s proven NextGen messaging tool, which he created, to develop a messaging
platform and architecture to help educate internal audiences on the forms of harassment, as well as promote NIH’s Workplace
Climate and Harassment Survey. Mr. Cockman also served as project manager on Phase 2 of the campaign, where survey
results were announced through comprehensive reports enhanced by infographics.
Messaging Platform Initiative, National Heart, Lung, and Blood Institute (NHLBI), 2018
Senior Messaging Strategist. Mr. Cockman developed NHLBI’s inaugural messaging platform to expand awareness of its
extensive research portfolio (e.g., Division of Blood Diseases, Division of Cardiovascular Sciences, Division of Lung Diseases,
Division of Extramural Research) among key internal and external audiences.
Infection Prevention and Control Campaign, CDC, 2018
Senior Messaging Strategist and Communications Lead. Mr. Cockman worked with CDC’s Infection Prevention and
Control team to ensure the strategy and messaging aligned with communications goals and objectives. Combining his public
health experiences in Colombia and South Africa with his health policy expertise, he reimagined CDC’s international infection
prevention and control materials. Mr. Cockman also used his social marketing and legislative experiences to develop
Congressional leave-behinds for Congress and their staff members who visited Mozambique.
Cancer Content Support and Communications Services—OCPL Support, National Cancer Institute (NCI), 2017–2021 Senior Communications Advisor/Project Manager. Mr. Cockman worked with the Office of Cancer Content on enterprise-
level projects and served as project manager and messaging strategist for national educational efforts such as the Cancer
Information Service education and awareness effort and the OCPL COVID-19 paid media campaign. Mr. Cockman worked
closely with former NCI director, Dr. Ned Sharpless, his executive team, and OCPL to develop NCI’s key areas of focus and
messaging on basic science, big data, clinical trials, workforce development, and health disparities.
Get Ahead of Sepsis and Be Antibiotics Aware Campaign, CDC, 2017–2019
Senior Messaging Strategist and Health Writer. Mr. Cockman developed the messaging platforms for CDC’s inaugural
sepsis campaign and rebranded the antibiotics use campaign. He worked closely with the project managers and ICF’s design
professionals to develop an online toolkit and suite of materials to explain an often-misunderstood topic to patients, as well as
an array of healthcare professional audiences (e.g., emergency medical services, physician assistants, nurses, emergency
department doctors, general practitioners, urgent care doctors). In addition, he developed a combined messaging platform that
infused elements from both campaigns to help highlight the interconnectedness between sepsis and the overuse of certain
antibiotics. Mr. Cockman also supported messaging and materials development for niche audiences such as cancer patients
and sepsis survivors.
