A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING THE REVISED SCOPE OF SERVICES
FOR THE GRANT AGREEMENT WITH CLEAN MIAMI BEACH, INC., FOR THE
ONE-TIME GRANT IN THE AMOUNT OF $45,000 APPROVED BY THE MAYOR
AND CITY COMMISSION IN RESOLUTION NO. 2024-33094 AT ITS JUNE 26,
2024, MEETING, IN SUPPORT OF PROGRAMMING EFFORTS TO KEEP MIAMI
BEACH AND ITS NATURAL HABITATS FREE OF GARBAGE AND HARMFUL
POLLUTANTS, AND AUTHORIZING THE CITY CLERK AND CITY MANAGER TO
EXECUTE THE CITY'S STANDARD GRANT AGREEMENT WITH RESPECT TO
THE FOREGOING.
WHEREAS, Clean Miami Beach, Inc. ("Clean Miami Beach") is a not-for-profit corporation of
the State of Florida, founded by Miami Beach resident Sophie Ringel dedicated to the protection of
Miami Beach's natural habitats and its marine wildlife; and
WHEREAS, on April 19, 2024, Ringel, presented the achievements of Clean Miami Beach to
the Finance and Economic Resilience Committee and requested $45,000 to implement more
extensive efforts including twelve (12) community cleanup events, the annual EcoFest, ten (10)
Classrooms on the Sand, ten (10) Microplastic Art Workshops, and five (5) School Presentations;
and
WHEREAS, on June 26, 2024, per Resolution No. 2024-33094, the Mayor and City
Commission approved a one-time grant in the total amount of $45,000 to assist Clean Miami Beach
with its efforts to keep the City and its beautiful beaches clean and plastic-free, subject to Clean
Miami Beach submitting an initial report and a final report, documenting the objectives achieved with
the grant funding and compliance with all other terms of City's standard grant agreement; and
WHEREAS, Clean Miami Beach has requested updating the scope of the grant agreement
to reduce the number of Microplastic Art Workshops from ten (10) to five (5) workshops, due to the
limited supply of plastic debris required for the workshops, and to increase the number of community
cleanup events from twelve (12)to seventeen(17) cleanup events.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve
the revised scope of services for the grant agreement with Clean Miami Beach, Inc., for the one-time
grant in the amount of $45,000 approved by the Mayor and City Commission in Resolution No.
2024-33094 at its June 26, 2024, meeting, and authorize the City Clerk and City Manager to execute
the City' s standard: grant agreement with respect to the foregoing.

RECOMMENDATION
The Administration recommends the Mayor and City Commission adopt the resolution to approve
the updated scope of services requested by Clean Miami Beach for the grant approved by the
Mayor and City Commission.
BACKGROUND/HISTORY
On February 21, 2024, the Mayor and City Commission referred discussion item C4 F to the
Finance and Economic Resiliency Committee to discuss awarding a grant to Clean Miami Beach
to implement more extensive cleanup efforts (Attachment A).
On April 19, 2024, the Finance and Economic Resilience Committee discussed awarding a grant
to Clean Miami Beach. The Committee unanimously moved the item to be heard at Commission
with a favorable recommendation to prioritize during the FY2025 budget process funding for a
$45,000 one-time grant to Clean Miami Beach. The item is sponsored by Commissioner
Fernandez.
On June 26, 2024, the Mayor and City Commission approved a one-time grant in the amount of
$45,000 to Clean Miami Beach in support of its programming for the deliverables proposed during
the April 19, 2024, Finance and Economic Resilience Committee meeting.
ANALYSIS
Clean Miami Beach is a local non-profit organization dedicated to keeping the community and
surrounding natural habitats free of garbage and harmful pollutants. On April 19, 2024, Sophie
Ringel, Founder and Executive Director of Clean Miami Beach, presented the achievements of
Clean Miami Beach to the Finance and Economic Resilience Committee and requested $45,000
to implement more extensive efforts. The presentation detailed the following proposed
deliverables for the funds requested: twelve (12) community cleanup events, the annual EcoFest,
ten (10) Classrooms on the Sand, ten (10) Microplastic Art Workshops, and five (5) School
Presentations.

On June 26, 2024, the Mayor and City Commission approved a one-time grant in the amount of
$45,000 to Clean Miami Beach in support of its programming for the deliverables proposed during
the April 19, 2024, Finance and Economic Resilience Committee meeting, as listed above.
During the drafting of the grant agreement with the Environment and Sustainability Department,
Clean MB requested updating the deliverables of the grant to accommodate the available
materials for the Microplastic Art Workshops. Given the limited microplastic available for the art
workshops, Clean MB requested reducing the number of Microplastic Art Workshops to five (5)
and increasing the number of community cleanup events to seventeen (17). After consultation
with the City Attorney's Office, it was determined that the changes in grant deliverables requested
by Clean Miami Beach require City Commission approval. The updated Resolution contains the
change in deliverables requested and is included as Attachment B. The grant agreement can be
processed following the City Commission approval of the Resolution.
FISCAL IMPACT STATEMENT
$45,000 has been approved as a one-time grant enhancement in the FY 2025 budget.

The updated deliverables for the grant agreement change the breakdown of events but keep the
total number of events the same. The updated deliverables for the grant are: seventeen (17)

In 2023, the Mayor and City Commission approved a one-time grant in the total amount of
$15,000 to assist Clean Miami Beach with its efforts to keep the City and its beautiful beaches
clean and plastic-free, and directed the City Administration to prioritize the allocation of a
$15,000 grant to Clean Miami Beach for its beach clean-up programming, as part of the City's
annual budget process for FY2024.
In 2023, Clean Miami Beach conducted 95 total cleanups, with 29,212 pounds of trash picked
up, and has hosted or participated in programming to promote its mission including tabling
events, speaking engagements, school presentations, corporate presentations, and art
workshops.
While the grant provided has been invaluable in supporting various cleanup initiatives and
educational programs, the challenges our community faces in ensuring the cleanliness and
environmental sustainability of our beloved Miami Beach are multifaceted and ever-growing.
Clean Miami Beach's current budget for 2024 is approximately $375,000 including, but not
limited to, payroll, insurance, operations, business expanses, contracted services, and facilities
(see attached Exhibit A for itemized allocations.
I would like Clean Miami Beach to present a funding request before the Committee, outlining
what is needed to implement more extensive cleanup efforts, invest in sustainable practices,
and enhance its educational outreach programs, along with deliverables, and for the Committee
to ultimately to determine a recommended grant amount to the full City Commission.
