Resolution 2024-33366 RESOLUTION NO. 2024-33366 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE, MADE AT ITS NOVEMBER 13, 2024, MEETING, TO APPROVE THE ESTABLISHMENT OF A COMMEMORATIVE PLAQUE, LOCATED ON 3RD STREET AND THE BEACHWALK, IN HONOR OF ROBERT RAVEN KRAFT; SETTING A PUBLIC HEARING ON DECEMBER 11, 2024, PURSUANT TO SECTION 82-504 OF THE CITY CODE, TO CONSIDER WHETHER TO APPROVE THE PROPOSED COMMEMORATIVE PLAQUE BY A 5/7TH VOTE; AND DIRECTING THE CITY CLERK TO PROVIDE PUBLIC NOTICE OF THE HEARING CONSISTENT WITH THE REQUIREMENTS OF SECTION 82-504 (A)(6). WHEREAS, On December 30, 2024, Robert "Raven" Kraft will be celebrating running daily on the same path for 50 years on Miami Beach without missing a single day; and WHEREAS, Robert "Raven" Kraft has ranked 6th globally by the United States Streak Runners' Association, his dedication has drawn over 3,700 runners from around the world to join him for his signature 8-mile run, and has inspired runners from all 50 states and 100 countries to participate; and WHEREAS, Kraft has performed 17 water rescues in Miami Beach, and has encouraged people of all abilities, including those battling serious health conditions, to take part in his runs, inspiring countless individuals to get active and live healthier lives; and WHEREAS, at the October 30, 2024, City Commission meeting, the Mayor and City Commission referred a discussion item regarding installing a plaque on the Beachwalk in honor of Robert "Raven" Kraft to the Public Safety and Neighborhood Quality of Life Committee (the "Committee"); and WHEREAS, at its November 13, 2024, meeting, the Committee discussed and recommended the installation of a commemorative plaque on 3rd Street and the Beachwalk in Robert "Raven" Kraft's honor; and WHEREAS, pursuant to Section 82-504(a) of the City Code, establishing a memorial plaque requires a public hearing, with notice of the public hearing regarding the establishment of the memorial plaque published at least ten days prior to the hearing in a newspaper of general circulation in the City. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission accept the recommendation of the Public Safety and Neighborhood Quality of Life Committee, made at its November 13, 2024, meeting, to approve the establishment of a commemorative plaque, located on 3rd Street and the Beachwalk, in honor of Robert "Raven" Kraft; set a public hearing on December 11, 2024, pursuant to Section 82-504 of the City Code, to consider whether to approve the proposed commemorative plaque establishment by 5/7ths vote; and direct the City Clerk to provide public notice of the hearing consistent with the requirements of Section 82-504(a)(6). RECOMMENDATION The Administration recommends adopting the Resolution accepting the recommendation of the Public Safety and Neighborhood Quality of Life Committee ("PSNQLC" or the "Committee") to establish a commemorative plaque in honor of Robert "Raven" Kraft. BACKGROUND/HISTORY On October 30, 2024, the Mayor and City Commission approved the referral of item C4 AE, sponsored by Commissioner Rosen-Gonzalez, and co-sponsored by Commissioner Dominguez, Commissioner Bhatt, Commissioner Magazine and Commissioner Fernandez, to the PSNQLC to discuss installing a plaque on the Beachwalk in honor Robert "Raven" Kraft. ANALYSIS On December 30, 2024, Robert "Raven" Kraft will be celebrating running daily on the same path for 50 years on Miami Beach without missing a single day. Over the course of his streak, he has covered more than 145,000 miles. Ranked 6th globally by the United States Streak Runners' Association, Raven's dedication has drawn over 3,700 runners from around the world to join him for his signature 8-mile run. Not only does he track their runs and award nicknames, but he also fosters a strong sense of community, having inspired runners from all 50 states and 100 countries to participate. His impact goes beyond running, Raven has performed 17 water rescues in Miami Beach, and has encouraged people of all abilities, including those battling serious health conditions, to take part in his runs. Raven's journey has been widely featured in national and international media, inspiring countless individuals to get active and live healthier lives. Upon review of the Commissioner's request, the Administration recommends honoring the life and accomplishments of Robert "Raven" Kraft with a commemorative plaque to be installed on 3rd (Third) Street and the Beachwalk (the "Project"). The Project will consist of installation of the Page 378 of 1993 commemorative plaque, including design, fabrication, installation, and necessary improvements to the area. On November 13, 2024, the Committee discussed the item and recommended in favor of establishing a commemorative plaque in Robert"Raven" Kraft's honor. Pursuant to Section to 82- 504 (a) of the City Code, this recommendation is being transmitted to the Mayor and City Commission for consideration and, consistent with the requirements of Section 82-504 (a)(6), setting a public hearing for December 11, 2024.
