A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, FORMALLY ADOPTING THE RECOMMENDATION
MADE BY THE NEIGHBORHOOD RESILIENCE PROJECTS ADVISORY
COMMITTEE (NRPAC) AT ITS OCTOBER 23, 2024 MEETING, AND
DIRECTING THE ADMINISTRATION TO DESIGN A POLICY REQUIRING
THAT BLUE-GREEN STRATEGIES BE IMPLEMENTED FOR
NEIGHBORHOOD IMPROVEMENT PROJECTS, PARKS PROJECTS, AND
STORMWATER INFRASTRUCTURE PROJECTS WITH A COST IN EXCESS
OF $10,000,000, SUCH POLICY SPECIFICALLY TO INCLUDE A FORMAL
DELIVERABLE IN CITY AGREEMENTS FOR SUCH PROJECTS THAT
INCLUDE DESIGN ALTERNATIVES INTEGRATING BLUE-GREEN
STRATEGIES INTO THE PROJECT DESIGN, SUCH POLICY TO BE
SUBJECT TO THE APPROVAL OF THE CITY COMMISSION.
WHEREAS, in February 2020, Jacobs Engineering completed the Blue-Green
Stormwater Infrastructure (BGSI) Concept Plan for the City of Miami Beach, which outlined
strategies to incorporate nature-based solutions for stormwater management and
environmental resilience; and
WHEREAS, on July 24, 2020, the City Commission adopted Resolution No. 2020-
31316, accepting the Jacobs Engineering Blue-Green Stormwater Infrastructure (BGSI)
Concept Plan, available at https://www/miamibeachfl.ciov/wp-content/uploads/2020/07/Blue-
Green-Stormwater-Infrastructure-Concept-Plan.pdf, and incorporating the Plan as an
amendment to the City's Stormwater Master Plan; and
WHEREAS, while the adoption of the BGSI Concept Plan prioritizes the inclusion of
blue-green stormwater infrastructure strategies, there is currently no formal policy direction in
place to ensure their systematic inclusion in the design process for neighborhood improvement
projects, stormwater projects, and park projects; and
WHEREAS, the Neighborhood Resilience Projects Advisory Committee (NRPAC) met
on October 23, 2024, to discuss the City Commission's referral on July 24, 2024, concerning
the 2018 Urban Land Institute (ULI) recommendations regarding the integration of blue and
green infrastructure strategies into Miami Beach's resiliency and urban design efforts; and
WHEREAS,the City Commission is committed to adopting best practices and innovative
resiliency strategies to address the impacts of climate change, particularly the management of
stormwater and the enhancement of public spaces through integrated nature-based solutions;
and
WHEREAS, blue-green infrastructure—including the integration of stormwater
management solutions with green spaces—has been recognized as a critical strategy for
improving environmental resilience, mitigating flood risks, and enhancing the quality of life in
urban areas; and
WHEREAS, during its meeting on October 23, 2024, the NRPAC passed a motion
recommending that the City Commission work with City staff to formalize the design process
and implement a policy requiring blue-green stormwater infrastructure strategies for
Neighborhood Improvement Projects, parks projects, and stormwater infrastructure projects
with a certain budget threshold; and
WHEREAS, the NRPAC further recommended that during the preliminary design phase
of such projects, the engineer of record or an additional consultant should provide a formal
deliverable that includes design alternatives that integrate blue-green strategies into the project
design; and
WHEREAS, the City Commission recognizes the importance of formalizing this policy
and direction to ensure that all relevant projects incorporate innovative resiliency strategies,
thereby enhancing the City's overall sustainability and climate resilience goals.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby formally adopt the recommendation made by the Neighborhood Resilience
Projects Advisory Committee (NRPAC) at its October 23, 2024 meeting, and direct the
Administration to design a policy requiring that blue-green strategies be implemented for
Neighborhood Improvement Projects, parks projects, and stormwater infrastructure projects
with a cost in excess of$10,000,000, such policy specifically to include a formal deliverable in
City agreements for such projects that include design alternatives integrating blue-green
strategies into the project design, such policy to be subject to the approval of the City
Commission. ,��
