Resolution 2024-33382 RESOLUTION NO. 2024-33382 • A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE POLICE DEPARTMENT TO ENHANCE POLICE VISIBILITY BY ENSURING THAT AT LEAST ONE (1) POLICE OFFICER IS PHYSICALLY PRESENT AND VISIBLE THROUGHOUT THE DAY AND NIGHT, WHETHER ON FOOT, BICYCLE, SEGWAY, ATV, OR GOLF CART, IN THE CITY'S CRITICAL COMMERCIAL AREAS, INCLUDING OCEAN DRIVE, COLLINS AVENUE, LINCOLN ROAD, WASHINGTON AVENUE, 41ST STREET AND 71ST STREET, IN ORDER TO BOOST BUSINESS PATRONAGE, ENHANCE PUBLIC SAFETY, AND PROMOTE A POSITIVE EXPERIENCE IN THE CITY FOR RESIDENTS AND VISITORS. WHEREAS, in addition to being home to approximately 80,000 residents, the City of Miami Beach is a world-renowned tourist destination, attracting millions of visitors annually to its vibrant and diverse neighborhoods, attractions, and business districts; and WHEREAS, safety, security, and a welcoming environment are essential to maintaining the City's appeal for residents and visitors, and supporting its business community; and WHEREAS, patrols by police officers on foot have been shown to strengthen police- community relationships, deter crime, allow for quicker response times to incidents, and enhance the public's perception of safety; and WHEREAS, an increased police presence/patrol (on foot, bicycle, Segway, ATV, or golf cart) in key commercial areas, including Ocean Drive, Collins Avenue, Lincoln Road, Washington Avenue, 41st Street and 71st Street, can deter criminal activity, improve public safety, and provide residents and visitors with a greater sense of security; and WHEREAS, this enhanced police presence/patrol, as practiced in other major cities, is intended to boost business patronage and provide the desired safe and welcoming environment for residents, visitors, and business patrons alike; and WHEREAS, this initiative also aligns with the City's commitment to fostering an elevated quality of life and vibrant economic activity, and will further reinforce the City's reputation as a premier tourist destination; and WHEREAS, additionally, the fall and winter months in the City are even more pleasant (with lower temperatures, decreased humidity, and less chance of rain), which provides residents and visitors increased opportunity to enjoy the City's outdoor commercial areas for dining, shopping, and entertainment; and WHEREAS, unfortunately, there are many instances where police presence (either on- foot/bicycle/Segway/ATV/golf cart) is very limited, including hours or even days when no police officers are seen to be patrolling, particularly on Lincoln Road during peak hours; and WHEREAS, a consistently visible police presence not only helps to deter crime, but also encourages residents and visitors to patronize and enjoy the City's key commercial areas, thereby directly benefiting and supporting local businesses. Page 501 of 1993 NOW .THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby direct the Police Department to enhance police visibility by ensuring that at least one (1) police officer is physically present and visible throughout the day and night, whether on foot, bicycle, segway, ATV or golf cart, in the City's critical commercial areas, including Ocean Drive, Collins Avenue, Lincoln Road, Washington Avenue, 41st Street and 71St Street, in order to boost business patronage, enhance public safety, and promote a positive experience in the City for residents and visitors.
