A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ALLOCATING $25,000 OF THE $42,848.64
BALANCE REMAINING IN THE ONE-TIME FUNDING AMOUNT OF
$1,000,000 DESIGNATED TO SUPPORT ARTS AND CULTURAL
ORGANIZATIONS, TO THE MIAMI GAY AND LESBIAN FILM FESTIVAL,
INC. dba OUTSHINE FILM FESTIVAL; AND AUTHORIZING THE CITY
MANAGER AND CITY CLERK TO EXECUTE THE CITY'S STANDARD
GRANT AGREEMENT WITH RESPECT TO THE FOREGOING.
WHEREAS, in 2024, the City of Miami Beach allocated a one-time funding amount of
$1,000,000 to support arts and cultural organizations within the city; and
WHEREAS, during the FY 2025 budget approval process, the City Commission approved
grants totaling $957,151.36 to Miami Beach arts and cultural organizations that lost grant funding
from the State of Florida; and
WHEREAS, the Outshine Film Festival, formerly known as the Miami Gay and Lesbian
Film Festival, is a not-for-profit organization committed to promoting and supporting the work of
LGBTQ+ filmmakers and artists, hosting an annual film festival that showcases a wide variety of
LGBTQ+ films, documentaries, and shorts, and serves as an important cultural event in Miami
Beach that fosters inclusivity, acceptance, and community engagement.
WHEREAS, the Outshine Film Festival, was listed as a recommended grant recipient, but
its application was not reviewed for consideration, causing the organization to lose out on a
$25,000 state grant, and also leaving them vulnerable to losing an additional $50,000 in funding
from another grant organization that supports theirefforts; and
WHEREAS, despite these setbacks, the Outshine Film Festival's directors have worked
diligently to make up for the funding shortfall through applying for new grants and adapting their
nonprofit model to reduce dependency on grants; and
WHEREAS, the City Commission of the City of Miami Beach recognizes the importance
of the Outshine Film Festival, a significant cultural event that brings visibility to the LGBTQ+
community, fosters cultural exchange, and contributes to the local economy; and
WHEREAS, in recognition of the hardships faced by the Outshine Film Festival and in the
same spirit that the City allocated a portion of the one-time funding to support the South Beach
Jazz Festival, the City Commission deems it appropriate to allocate $25,000 from the remaining
balance of $42,848.64 in the one-time funding allocation to the Outshine Film Festival, to help
cover the $25,000 shortfall resulting from the lost state grant; and
WHEREAS, this allocation will leave a balance of approximately $17,848.64 that will be
returned to the overall budget for future consideration and use by the City.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby allocate $25,000 from the remaining balance of$42,848.64 in the one-time
funding amount of $1,000,000 designated for arts and cultural organizations to the Miami Gay
and Lesbian Film Festival, Inc., dba Outshine Film Festival, to support the festival's operations
and bridge the gap created by the loss of the state funding; and further, authorize the City
Manager and City Clerk to execute the City's standard grant agreement with respect to the
aforementioned allocation.
