Resolution 2024-33389 RESOLUTION NO. 2024-33389 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE ADMINISTRATION TO ADD THE MIAMI BEACH MUNICIPAL PARKING GARAGE, LOCATED AT 1557 WASHINGTON AVENUE, TO THE LIST OF BUILDINGS TO BE RE-PAINTED UTILIZING THE LEONARD HOROWITZ COLOR PALETTE, IN CONSULTATION WITH BARBARA HULANICKI TO ENSURE THE APPROPRIATE SELECTION OF COLORS FROM THE HOROWITZ PALETTE TO ACCENTUATE THE ARCHITECTURAL FEATURES OF THE PARKING GARAGE; AND FURTHER DIRECTING THE ADMINISTRATION TO IDENTIFY FUNDING WITHIN THE FY 2025 BUDGET TO IMPLEMENT THIS IMPROVEMENT. WHEREAS, in the early 1980s, New York designer Leonard Horowitz collaborated with Barbara Capitman to develop a color palette comprising approximately 40 colors, aimed at revitalizing the aging Art Deco facades in Miami Beach; and WHEREAS, with the assistance of Ernest Martin, then Director of the Dade County Office of Community and Economic Development, funding was secured to implement a façade painting program utilizing the Horowitz color palette, administered by the Miami Beach Community Development Corporation ("MBCDC"); and WHEREAS, over fifty property owners participated in the program, resulting in the rejuvenation of numerous Art Deco buildings in Miami Beach; and WHEREAS, on February 26, 2024, the Land Use and Sustainability Committee ("LUSC") reviewed a proposal to repaint the Colony Theater and Beach Patrol Headquarters utilizing the Leonard Horowitz color palette, with consultation from famous artist and fashion designer Ms. Barbara Hulanicki to ensure the color scheme complements architectural features; and WHEREAS, the Mayor and City Commission wish to add the Miami Beach Municipal Parking Garage, located at 1557 Washington Avenue, to the list of buildings to be re-painted utilizing the Horowitz color palette; and WHEREAS, the Mayor and City Commission recognize the importance of utilizing the Leonard Horowitz color palette to enhance the architectural features of the parking garage and contribute to the ongoing preservation of the City's iconic Art Deco aesthetic; and WHEREAS, the Mayor and City Commission further desire to direct the Administration to identify funding within the FY 2025 budget to implement this aesthetic improvement. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the Administration to add the Miami Beach Municipal Parking Garage located at 1557 Washington Avenue, to the list of buildings to be re-painted utilizing the Leonard Horowitz color palette, in consultation with Barbara Hulanicki to ensure the appropriate selection of colors from the Horowitz palette to accentuate the architectural features of the parking garage; and further directing the administration to identify funding within the FY 2025 budget to implement this improvement.
