A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROPRIATING FUNDS AND DESIGNATING
SPACE FOR THE SURFRIDER FOUNDATION'S WATER TESTING FACILITY.
WHEREAS, the Surfrider Foundation is an environmental non-profit organization
dedicated to the protection and enjoyment of the world's oceans, waves and beaches for all
people through a powerful activist network of passionate volunteers. Founded in 1984 by a
handful of concerned and visionary surfers in Malibu, California, the foundation currently has over
250,000 supporters, activists and members, and almost 180 chapters and clubs worldwide,
including Miami Beach.
WHEREAS, the Blue Water Task Force is Surfrider's volunteer water quality monitoring
program that provides critical water quality information to protect public health at the beach.
Surfrider chapters use this program to raise awareness of local pollution problems and to bring
together disparate, unique, and interested communities to implement solutions.; and
WHEREAS, Blue Water Task Force (BWTF) labs measure fecal indicator bacteria levels
in recreational waters and compare them to water quality standards set to protect public health.
Chapter-run BWTF programs fill in the gaps and extend the coverage of agency-run beach
monitoring programs by sampling ocean and bay beaches, estuaries and potential freshwater
sources of pollution such as stormwater outlets, rivers and creeks that discharge onto the beach;
and
WHEREAS, the Surfrider Foundation's Miami Beach BWTF lab, currently located at 1680
Michigan Avenue in an office environment space that is not ideal for the facility and does not
qualify the organization to receive accreditation of its BWTF lab and is otherwise costly to the
organization;
WHEREAS, the City-owned property located at 7605 Collins Avenue (survey attached as
Exhibit A)contains a space that would be ideal for the Surfrider Foundation's Miami Beach BWTF
lab and would be a space eligible for lab accreditation;
WHEREAS, the Mayor and City Commission recognize the valuable contribution that the
Surfrider Foundation's Miami Beach BWTF lab provides to the health, safety, and welfare of all
Miami Beach residents and visitors by advancing the City and County's collective efforts to ensure
clean and safe water in the City's bay and ocean shores; and
WHEREAS,the Mayor and City Commission resolve to provide this appropriation of funds
and space to the Surfrider Foundation in exchange for the Foundation's agreement, in a form to
be drafted and approved by the City Manager, to provide water quality data to the City on a regular
basis and as often as practicable and to aid the City with water quality testing services in any
emergency situation; and
WHEREAS, the Mayor and City Commission resolve to appropriate funds to the Surfrider
Foundation (Miami)to pay for the accreditation of the Surfrider Foundation's Miami Beach BWTF
lab, in an amount not to exceed $15,000.00; to appropriate funds to the City's Environment and
Sustainability Department in an amount sufficient to compensate the City's Building Department
for the pro rata value of the Surfrider Foundation's Miami Beach BWTF lab space at 7605 Collins
Avenue to be determined by the City's Finance Department; and to provide the space for the

Surfrider Foundation's Miami Beach BWTF lab at 7605 Collins Avenue (or any other appropriate
City-owned space if necessary) free-of-charge to the Foundation for at least the next five years
so long as the space continues to be utilized by Surfrider Foundation for the public-service
purpose described herein.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission resolve to appropriate funds to the Surfrider Foundation (Miami) to pay for the
accreditation of the Surfrider Foundation's Miami Beach BWTF lab, in an amount not to exceed
$15,000.00; to appropriate funds to the City's Environment and Sustainability Department in an
amount sufficient to compensate the City's Building Department for the pro rata value of the
Surfrider Foundation's Miami Beach BWTF lab space at 7605 Collins Avenue to be determined
by the City's Finance Department; and to provide the space for the Surfrider Foundation's Miami
Beach BWTF lab at 7605 Collins Avenue (or any other appropriate City-owned space if

Kristen Rosen Gonzalez, for consideration. The resolution is cosponsored by Commissioner
Tanya K. Bhatt and Commissioner Laura Dominguez.
FISCAL IMPACT STATEMENT
This resolution, if passed, would have a fiscal impact to the City of up to $15,000.00 to the
Surfrider Foundation plus the cost of Surfrider Foundation rent that the Environment and
Sustainability Committee would need to pay to the Building Department, which has not yet been
set.
