SUBJECT: Ocean Drive Pedestrian Plaza (“Promenade”) Pilot – Update #10
The purpose of this Letter to Commission (“LTC”) is to provide an update on the permitting status
of the temporary Ocean Drive pedestrian plaza (the “Promenade”) located between 13 Street and
14 Place.
On August 23, 2024, the Miami-Dade County Department of Transportation and Public Works
(“DTPW”) granted a 120-day extension to the Block Party Permit (the “Permit”), as of the initial
submittal deadline date of July 28, 2024, to complete and submit a traffic operations and safety
analysis and obtain written concurrence from a minimum of two-thirds of all property owners (who
submit a ballot) within the Promenade and affected side streets (13 Street, 14 Street, 15 Street,
and Ocean Drive between 14 Place and 15 Street).
I am pleased to inform you that, as of November 26, 2024, the City of Miami Beach (“City”)
complied with the Permit conditions and submitted to DTPW the traffic operations and safety
analysis based on the approved methodology as well as the ballot/survey results of property
owners within the Promenade and affected side streets. The traffic operations and safety analysis
and ballot results are currently under review by DTPW. DTPW may take up to 30 days from the
submittal date to complete the review.
Based on the methodology approved by DTPW, on November 12, 2024, the City mailed ballots
to 452 property owners within the Promenade and affected side streets to obtain their feedback
on the Promenade. Ballots were required to be submitted online by 11:59 pm on Monday,
November 25, 2024. As of November 25, 2024, a total of 252 responses were received
(representing a 55.75% response rate). Below is a table summarizing the ballot results.

Based on the feedback received, 68.65% of property owner respondents expressed support for
the Promenade, whereas 31.35% of property owner respondents do not support the Promenade.
Therefore, DTPW’s minimum requirement of concurrence from two-thirds of all property
owners who submitted a ballot was met. The Administration will provide an update via LTC
once DTPW finalizes its review of the traffic operations and safety analysis and ballot results.
