GO Bond Public Safety Program
The purpose of this Letter to Commission (L TC)is to provide an update on the GO Bond
Public Safety Program.The GO Bond has a total of $73 million designated for "Police,
Fire,and Public Safety"projects.$38.2 million were prioritized in Tranche 1 and $34.8
million in Tranche 2.$22 million has been spent to date (58%of the Tranche 1
budget).Several public safety projects which would be considered critical to protecting
the public from an event such as what happened in New Orleans have already been
implemented,bollards being on the top of the list.The GO Bond has $4,350,000 allocated
for bollard projects and $1.94 million has been spent to date.There are a total of 4
locations that have separate safety bollards projects in the GO Bond:
•Convention Center -complete
•Soundscape Park -complete
•South Point Park -complete
•Lincoln Road -Planned for Tranche 2 under the LR project.Planters being used
until then.
However,you may have seen photos on the news of "portable"bollards that sources are
saying could have helped at least deter the incident from happening to the degree it did in
New Orleans.The good news is that we have those (see attached) as these were the first
things purchased when the GOB was issued in May 2019 -and they are almost exclusively
used in the entertainment district and predominately on Ocean Drive.At the time they cost
$600K.
Regarding the remaining work on Ocean Drive,attached is the project sheet and update
as it currently stands.The scope of the work also includes permanent safety bollards,
however we won't have an answer regarding the roadway until next summer.
Other public safety projects that are either complete or in the process of almost being
complete are:
•Real Time Crime Center -complete.Remainder of space will be complete by
March.
•Public Safety Radio System -98%complete
•Security Cameras on the Beachwalk -GOB portion complete.Remainder of the
Beachwalk about 80% complete
•Security Cameras on 71 st Street Corridor -complete
•Dade Blvd Cameras -complete
•Alton Road Cameras -partially complete

•41 st Street Cameras -to be completed with 41 st Street project.
•Lummus Park Cameras -complete
•Washington &Collins Cameras -In process.
License Plate Readers -$1.6 million allocated,with $1 M spent to date:
•Macarthur Causeway -complete
•Julia Tuttle Causeway -complete
•71 st Street Corridor -complete
•15 out of an additional 26 locations complete

Reconstruct Ocean Drive to create the flexibility to eliminate or limit
vehicular traffic with a full street redesign;convert roadways into
decorative and ADA accessible paver or stone pathways;install a new
drainage system and security bollards.NOTE:The total G.O.Bond
budget for this project is $20 million.$2 million is funded in Tranche 1
and $18 million will be allocated in Tranche 2.
UPDATE
Public meetings held in August 2024 to provide updates &gather
input from stakeholders.Following approval of the traffic models
(which are being finalized)by Miami-Dade County and FDOT the
consultant will analyze 3 redevelopment options for Ocean Drive
before making recommendations to the City Commission,anticipated
in summer 2025.On a parallel path,on 10.30.24,the Commission
directed the administration to expedite the implementation of the
lighting and sidewalk improvements.
