The meeting of the Board of Directors was held on December 10, 2024, at 9:00 a.m. via zoom conference. The Chairman called the meeting to order at 9:05 a.m.
The attendees were as follows:

Meeting called to order at 9:05 a.m. by Chairman, Ben Mostkoff
UNFINISHED/OLD BUSINESS
a. Marine Patrol update and discussion by Sergeant Javier Fernandez,
Sergeant Romero Wilson and Lieutenant Luis Sanchez, City of Miami Beach Marine Patrol
General Updates:
• Beach Monitoring: Two ATV officers deployed starting December 16 for beach patrols around 41st Street.
• Commercial parties shut down at 11 E Di Lido Drive, 14 W San Marino Drive, and 15 E San Marino Drive.
• Lieutenant Sanchez stated that Code is having issues with charters returning to Miami Beach Marina before 9:00 PM and they're using the excuse of being a member of a Boat
Club for exemption purposes for charters.
• 7 PTAs (Promise to Appear) issued for loud music near residential areas.
• Extended Patrols: Officers worked late shifts until 3:00 AM, ensuring compliance during
events.
Marine Patrol Activity (November 2024):
Boating Citations: 169 issued, including:
• 42 manatee zone violations.
• 76 miscellaneous and 20 that are for boating education.
• 26 safety-related offenses.
• jet ski speeding violations.
• 8 arrests.
Derelict Vessels:
• 8 vessels cited as derelict, and two vessels removed.
• 8 at risk vessels
• 9 inspections conducted (5 MSD checks, and 2 propulsion checks).
• 4 navigational lights citation.
b. Park Ranger Report by Hartley Pinder, Parks and Recreation Department
• Mr. Pinder gave an overview of the park ranger report. He stated that commercial activity has decrease and they submitted over 20 incident reports for vessels that are left unattended. They are in communication with marine patrol for vessels that are towed and seized. c. Update by Commissioner David Suarez on Suntex Lease Modification
• Commissioner Suarez stated that the terms with the marina is being renegotiated and he is unable to give details at the moment due to being in a sunshine meeting. He stated that the Miami Beach Marina has a new boat club, and members of the boat club are using it as a loophole to charter. Commissioner Suarez is working with the city manager and the legal team to address the issue.
New Business a. Presentation on Marine Signage-Board Vice Chairman John Gardiner
• Mr. John Gardiner stated that the noise pollution from boats, has been an ongoing issue negatively impacting the quality of life for residents near Miami Beach. The “Quiet Zone” signage will enhance the quality of life for residents near Miami Beach waterways.
• The MWPA voted unanimously to approved resolution recommending the installation of
“Quiet Zone” signage to address noise pollution from boats near residential areas in Miami Beach. The resolution proposes strategic placement on signage on city-owned waterfront properties and privately owned residential properties. Letter to Commission will be drafted by John Gardiner. b. January 2025 Agenda- Election of Chairman and Vice Chairman
• Chairman Ben Mostkoff recommends that candidates should be given 5 to 10 minutes to explain why they are passionate about the position of serving in the capacity of a chairman or vice chairman.
• Setting time and priorities will be discussed in January 2025 meeting. Open Discussion 1. Motion to approve November minutes - Motion Passed. 2. Mr. Mike Gibaldi stated that Surfrider water testing lab had an item on the consent agenda for $15,000 funding, a location to expand their lab and to obtain certification. Item was passed.
