013-1998 DMDEPARTMENT MEMORANDUM NO. TO: FROM: SUBJECT: All Department Directors Sergio Rodriguez City Manager ~ Performance Evaluations DATE: May 11, 1998 Effective immediately, performance evaluations must be reviewed and signed off by the cognizant senior staff member of the employee's department, i.e., Assistant City Manager or Executive Assistant to the City Manager, except for Directors reporting directly to me (City Clerk, Police and Finance), before the evaluation is discussed with the employee. All evaluators are expected to prepare intellectually honest reviews that feature judgements which are well supported by facts. The supervisors of evaluators and the senior staff members should assure themselves that this mandate has been satisfied before signing off on an evaluation. To underscore the importance of this process, evaluators should be rated on the quality and timely completion of these ratings when their own reviews are done. Performance evaluations are an important vehicle to communicate with staff, improve productivity, and establish a basis for legitimate financial and professional rewards. It is imperative that they be signed off and submitted to Human Resources on or about the date of the employee's review. Late evaluations are a major disservice to our employees and should not occur. Please ensure that all evaluators are informed of this directive. Thank you for your cooperation.
