ACCEPTANCE OF COLONY THEATER, 1040-50 LINCOLN ROAD, AS A GIFT TO THE CITY OF MIAMI BEACH FROM SAMUEL KIPNIS, Mr. Allen Goldberg appeared and rendered oral re- port on property and his part in owner's consid- erations to donate it to the City, and discussed finder's fee to which he claimed he was entitled. V.C.A, Chairman Ben Grenald appeared and urged expeditious acceptance of property. Commission voted to accept Mr. Kipnis' gift and directed the City Manager and City Attorney to work out details expeditiously, and authorized the obtaining of the required appraisal; final results to be returned to Commission upon comple- tion. R-ll. REPORTS (ITEMS NOT ON AGENDA) A. V.C.A. VOTE ON PROPOSED 2% RESORT TAX INCREASE Mr. John "Big Red" McElligott appeared and questioned the legality of the recent VCA vote on the Mayor's proposed 2% Resort Tax increase to provide funding for additional police, fire, and lifeguard personnel. Matter scheduled for March 18, 1981. B. REPORT ON CONFERENCE OF MAYORS AND NATIONAL LEAGUE OF CITIES CONVENTION Commissioner Wikler rendered a brief oral report of meetings he recently attended in Washington, D.C. representing the City as the Mayor's representative to the Conference of Mayors' meeting with the President and at the National League of Cities convention. He advised of some of the anticipated changes resulting from the President's proposed budget cuts. He also presented packages to the Mayor and VCA of the National League of Cities' program to promote tourism from foreign countries in American cities and advised that the League is eager to have Miami Beach participate in this program. C. LIST OF CITY NEEDS FROM STATE Mayor Meyerson advised the Commission of receipt of a letter from Governor Graham inviting him and a member of the Administration to a meeting of Florida city mayors to be held on March 30, 1981. He asked the Administration to develop a list of City needs for presentation at that meeting, in an effort to obtain funding and State assistance. He also asked for suggestions from all members of the City Commission. D. APPROVAL FOR BEACH NOURISHMENT PROGRAM In reference to a statement made by Commissioner Falk, Mayor Meyerson advised that he had received word from a member of the Dade Delegation that DER was looking favor- ably upon approving the permit of the Army Corps of Engineers to complete the last phase of the Beach Nourishment Project and that approval would be forthcoming within four to six weeks. * * * * * * * R E P 0 R T S R-l. FENCING AROUND GOLF COURSES Administration directed to notify Dr. Joe Harris, who lives in the vicinity of Bay- short Golf Course and who objects to the installation of fencing, if this matter should come up again in the future.
