STATUS REPORT ON TRAFFIC CALMING MEASURES FOR ALTON ROAD
The Florida Departroent of Transportation (FDOT) submitted the attached report on August 18, 1998,
for the Alton Road corridor, from Michigan Avenue to 63rd Street. On October 6, 1998, the City of
Miami Beach Public Works Department held a meeting with representatives from the FDOT, Miami-
Dade County Public Works Department, CMB Planning Department, CMB Police Department, Alton
Road Homeowners Association President and a Staff Assistant to the Mayor and Commission,
The purpose of the meeting was to review and discuss the traffic study report with the FDOT
representatives, as the report showed that the most appropriate and effective measures that could be
taken would be enforcing the speed limit and educating the public about traffic safety. The report did not
satisfy City staff, and it was requested that the FDOT explore other traffic-calming measures and review
the following for possible implementation/Jmprovements:
Analyze the possibility of creating a frontage road along the west side of Alton Road,
within the existing edge of pavement;
Post stricter speed limit signage in the median and double the fines for speeding;
Install additional traffic lights along the corridor;
Re-work the median to safely allow left turns in a northbound direction.
A follow-up meeting with the FDOT is scheduled for the second week of December 1998.

Dear Mr. De Arazoza:
Enclosed please find the roadway measurements taken along Alton Road by our surveying
crew. You had requested this information in order to analyze the possibility of creating a
frontage road along the west side of Alton Road within the existing edge of pavement or
road right-of-way. The new frontage road would be a single southbound one-way lane
with a 2'-3' divider from the Alton Road traffic lanes.
Have you had an opportunity to discuss with your legal department if the speeding fines
from Chase Avenue to Michigan Avenue can be doubled as discussed at our meeting on
October 6, 1998? Also, have you verified with your traffic consultants, David Plummer and
Associates, if the data collected for the Alton Road Traffic Calming Assesment Study was
correct? As you recall, it was questioned whether the data in the spot speed survey of the
traffic study, which shows speeds in excess of 70mph on Alton Road, was correct
Other items discussed in the meeting were adding stricter speed limit signage in the
medians, installing additional traffic lights in some intersections, reworking the median to
safely allow left turns, and distributing educational pamphlets to motorists.

My Staff Assistant, AIi Kapelow, met with Rafael De Arazoza and David Henderson, along with members
of our Public Works department. The meeting was proposed by the City of Miami Beach to discuss the
traffic study for Alton Road issued by Florida Department of Transportation. Initially, I was very
concerned about how the issue of traffic calming on Alton Road was assessed by F.D.O.T. I asked Ms.
Kapelow to participate in the discussion and to voice my concerns.
I appreciate Mr. De Arazoza's comments and intent to assist our community, even if I am slightly skeptical
as to the measures proposed. During the meeting, Rafael explained that he would look into the following
items; additional signage in the medians, educational signs at the entrance to Alton Road off of the Julia
Tude Causeway, and placing "speeding fines doubled" signs throughout the corridor.
While the traffic study logs an average of 1410 cars per day traveling at 77.5 miles per hour (South of 27th
Street, SB lane), it recommends increased police enforcement as well as an educational program. I would
encourage you to explore other more permanent solutions for the life-safety problem currently plaguing our
residents.
I would like to make the following suggestions, and I encourage your department to review them further.
First, look into creating a frontage road off of Alton for our residents. Second, currently there are breaks
within the medians without dedicated turning lanes. Fill in the medians, add turning lanes, or erect no-left
turn signs. As a result of this current condition, people stop to make abrupt turns, increasing the risk of
accidents. I was in an accident last year.
I urge you to consider the safety of our citizens, whose homes border a road that clocks averages of 77.5
mph consistently throughout the day. Thus making it difficult for them to enter and exit their properties, or
ensure the safety of their children and loved ones. Thank you in advance for your consideration. If I may

Dear Mr. Alvarez:
Please find enclosed revised pages for our Alton Road Traffic Calming Study. These pages reflect
the changes resulting from the deletion of the incorrect data (greater than 77 mph) from the speed
analysis. The data collection consultant has reported that his software classifies vehicles into the
highest speed category when the speed collection device errs. He should have distributed these
counts over the actual speeds before summary statistics were computed. Upon his advice the 77.5
mph column has been deleted for all of the locations and any vehicles previously in that column
have been redistributed. In nine of the ten cases this change has had a negligible effect on the
averages (less than a 2 mph reduction). The one exception, south of 27th St (SB), now shows
average speeds that are 3-5 mph lower than when the incorrect data was included.

ASSESSMENT OF IMPLEMENTING TRAFFIC CALMING MEASURES
Based on the results obtained from the intersection capacity analysis. traffic calming measures at
intersections will not be feasible. This is due primarily to the poor intersection operations during
the peak hours along the Alton Road corridor. In addition, it is difficult to implement traffic calming
measures on the roadway links where close intersection spacing predominates. However, effective
traffic calming schemes focused on alternatives between intersections represent a more viable and sound
strategy. This is demonstrated by examining the calculated weighted average speeds for the different
segments along the corridor. As a result, the posted speed limit of 30 mph is exceeded at all counted
segments, except north of 54 Street on southbound Alton Road where the highest weighted speed is 30
mph. In addition, the data shows that at two locations - northbound Alton Road south of N. Bay Road
and southbound Alton Road south of 53 Street -, vehicular speeds exceed 45 mph almost all of the day.
This could be a justification for raising the posted speed limit. In order to meet the specific objectives
along the corridor, different combinations of the schemes previously described should be implemented
in conjunction with-increased police surveillance on Alton Road and improved traffic signing to alert
drivers. Furthermore, the following implementation steps should be considered:
Puhlic Involvement
The key to a successful traffic calming is acceptance by the local community. The best way in which
this can be achieved is for local interests to be involved in the preparation, design and implementation
of schemes. This public involvement process will allow the residents to work in conjunction with the
City and FDOT in developing a traffic calming plan that is suitable to their area from an urban and
traffic perspective.
Scheme Desi,?n
It will usually be the case that traffic calming measures are accompanied by some form of
environmental enhancement, and indeed traffic calming schemes are likely to be more successful and
popular where the overall appearance of the street scene is improved. The objective must always be
to achieve an environmentally sympathetic scheme which complements the highway safety
requirements and does not give rise to maintenance problems. Access requirements to individual
properties need careful consideration.
Construction
The construction of the scheme needs to be planned and managed with the objective of ensuring the
least possible disruption to the area, particularly in the case of residential and shopping areas. The
success of the scheme depends to a large extent on the quality of the workmanship. Careful attention
to the detailing of the scheme is essential, particularly where there are changes in materials or in the
pattern of paving.

STATUS REPORT ON TRAFFIC CALMING MEASURES FOR
PINE TREE DRIVE AND LA GORCE DRIVE.

A conceptual plan for traffic calming measures for Pine Tree and La Gorce Drives was presented by the
Miami-Dade County Public Works Department at the April 8, 1998, Pine T reelLa Gorce Homeowners'
Association meeting and at the April IS, 1998, City Commission meeting, Discussion regarding the
proposed traffic calming alternative followed and a consensus was reached at both of these meetings,
The County's consultant, Kimley Horn and Associates, was directed to proceed with preparation of the
engineering plans and construction specifications/documents.
The proposed traffic calming measures will consist of semi-diverters, reduced roadway widths and
landscaping, The semi-diverters will consist of raised medians installed from 52nd through 6 I st Street at
each of the Pine Tree and La Gorce Drives intersections, which should eliminate left turns from the right
lane. These islands, which during the temporary phase will be delineated with striping and reflector plastic
tubes, will be constructed with pavers or have a low ground cover landscaping, The roadway width will
be reduced with striping which should slow down traffic speed.
The County is funding and implementing these improvements, The status and projected schedule for this
work according to Miami-Dade County Public Works - Traffic Division is as follows:
· Plans will be completed and delivered to the County Public Works - Traffic Division by the first
week of November,
· Review of the plans and bidding should be accomplished by the end of December 1998.
· Contract should be awarded by th~ end of February I 999.
· By March 1999, temporary stripes and plastic reflector tubes will be installed, This will be followed
by a two month trial period for this proposed traffic calming system.

. At the end of this trial period, the system will be reevaluated. If found satisfactory, the final phase
will be implemented. The final phase will include milling and resurfacing of Pine Tree and La
Gorce Drives, landscaping, permanent striping and curbing.
