Park Improvements, Group "A" Stillwater Park, Crespi Park, La Gorce Park

BACKGROUND
This Invitation to Bid was issued on September 3, 1998, with an original opening date of October
6, 1998, amended to October 20, 1998 due to Hurricane Georges. A Pre-Bid Conference was
conducted on October 1, 1998. One-hundred seventy-eight (178) notices were mailed, resulting in
requests for thirteen (13) sets of plans and specifications and the receipt of three (3) responsive bids
and one (1) non-responsive bid (Danco Development failed to submit Bid Bond as required).
This contract includes supplying all labor, materials, equipment and supervision necessary for the
improvements to the follo\Ving parks:
Stillwater Park:
New recreation building, site firrnishings, site lighting, landscaping, irrigation, entry feature,
lightning protection, coordination of installation of play equipment and play surfacing,

Crespi Park:
New restroom addition to an existing shade pavilion, new landscaping, irrigation, basketball
court renovation, site lighting, new patio areas, and lightning protection.
LaGorce Park:
New entry feature, site lighting, irrigation system, landscaping, coordination of installation
of play equipment and play surfacing.
Palm Island Park:
New entry feature, park sign, walkways, landscaping, irrigation, basketball court renovation,
handball court renovation, site lighting, site furnishings, lightning protection, coordination
of installation of play equipment and play surfacing.
This contract will require work to begin v.ithin seven (7) calendar days from the issuance of the
Notice to Proceed, and for the contractor to substantially complete the project within ninety (90)
calendar days, and fully complete the project within one-hundred twenty (120) calendar days.
ANAL YSIS
The low bidder, Consolidated Builders Ent., Inc. requested that they be allowed to withdraw their
bid due to a $200,000 mathematical error. The administration has determined, based on information
submitted by Consolidated Builders that there was in fact an error in the bid submission and concurs
that their bid be withdrawn.
The City's consultant for this project, REG, Inc. has reviewed the bids received and has
recommended award to the low bidder Zurqui Construction Services, Inc.
The Procurement Division has verified the references submitted by Zurqui Construction Services,
Inc. for projects of similar complexity. All references have recommended the firm.
Not included in this contract are the park furnishings (picnic tables, benches, bicycle racks, trash
receptacles, playground surfacing and equipment) which will be purchased under separate contract,
with this Contractor coordinating the installation.
