SUBJECT: ADMINISTRA TION RECOMMENDATION: To accept the ranking of proposals and authorize the Administration to negotiate three contracts. BACKGROUND: On November 8, 1994, the citizens ofMiarni Beach approved the issuance of$15 million in general obligation bonds for park improvements. A Master Plan was prepared by Bermello, Ajamil & Partners, Inc. in cooperation with the City Commission, the Administration, Recreational Facilities & Parks Advisory Board, and the community. The Master Plan addresses the needs of twenty parks of various sizes, the renovation of the Boardwalk, and bikeways. Parks range from less than one acre mini-parks to large regional parks with multiple facilities. The City of Miami Beach issued RFLI Number 11-96/97 seeking the professional services of an architectural / engineering firm or firms to provide design services, construction and bidding documents, construction observation, project administration, scheduling, and cost estimating for this project. Important aspects to be considered are standardization of furnishings, materials and equipment; assisting the City in pre-purchasing many typical items in order to minimize facilit.ies' operational disruptions. One-hundred ninety-one notices and thirty-nine specification packages were mailed, and the RFP was advertised in the Daily Business Review, resulting in responses from the following six firms: Bermello, Ajamil & Partners, Inc. Carr Smith Associates Gambach-Sklar, Inc. Giller & Giller, Inc. Post, Buckley, Schuh & Jernigan, Inc. REG Architects, Inc. AGENDA ITEM c..~S- 2-5-<1 I 11 DATE I I = I I I I I I I I I I I I I I I I I II J I I , I II - I r I III I I a I I I 'I J RFLI NO. 11-96/97 February 5,1997 Page Two BACKGROUND: (Continued) The following Selection Committee met on December 16, 1996, to discuss this project: Mayra Diaz-Buttacavoli, Assistant City Manager Julio Grave de Peralta, Director of Engineering & Construction ManagementlPubIic Works Kevin Smith, Director of Recreation, Culture & Parks Kathleen Blank, Recreational Facilities & Parks Board member, resident Felipe DeLeon, Youth Board member, architect, resident (Gary Hefuer and NeIi Santamarina, both residents and parks users, were unable to participate due to schedule conflicts) The pros and cons of engaging one fIrm, as opposed to two or more fIrms, were discussed by the Selection Committee. Issues which were addressed included the workload of the firms, coordination of the total project, ease of communication, standardization of equipment and design elements, loss of individuality of the parks, and the completion schedule for the total project. The Selection Committee agreed to invite all six proposing firms for an oral presentation before making any final decision on the number of fIrms to be selected. ANALYSIS: Oral presentations were heard by the Selection Committee on January 16, 1997. Some of the key factors which were considered during the evaluation process were past experience in design and engineering of parks and recreational facilities, the current and projected workloads of the fIrms, design sensitivity to the Miami Beach area, and the qualifIcations and experience of the firm's staff members. The Selection Committee voted unanimously to split this project into three groups of sites, and to recommend contract negotiations with the three top-ranked firms ofBermello, Ajamil & Partners, Carr Smith Associates, and REG Architects. GROUP A - BERMELLO. AJAMIL & PARTNERS. INC. This group of sites consists of Lummus Park, North Shore Park, North Shore Open Space Park, South Pointe Park, Pine Tree Park, the Parks Maintenance Facility, and the Bikeways, with an estimated construction cost of $5.1 million. Most of these parks are considered regional, with multiple facilities and visitors from outside their neighborhoods, and all require considerable landscaping design.. Bermello, Ajamil & Partners, Inc. submitted a proposal which brings together the key members of the Master Plan team - B&A for architecture, engineering, permitting and construction administration, Curtis & Rogers Design Studio for landscape architecture, and Hufsey-Nicolaides-Garcia-Suarez for electrical, mechanical and plumbing engineering. They have added the finns of Donnell, DuQuesne & Albaisa, P A for structural engineering, Weidener Surveying & Mapping for surveying, and Tom Graboski Associates for signage. 12 RFLI NO. '11-96/97 Page Three February 5, 1997 ANALYSIS: (Continued) The firm's thorough familiarity with project issues makes this team uniquely qualified for implementation of the Master Plan. Their interaction with citizen groups, City staff and Administration, and the City Commission allowed them to place emphasis on areas of concern during their presentation, including aesthetics, security, and ease of maintenance. This team's past similar experience includes services performed for the Homestead Motorsports Complex, Downtown Miami Signage Program, Warren Cromartie Baseball School, Blockbuster Park (unbuilt), Ryder Daycare Center, YWCA Headquarters and Daycare Center, Sugar Sand Park, Southridge Athletic Facility, Cypress Park, Hickory Point Recreation Facility, and several other projects. GROUP B - CARR SMITH ASSOCIATES This group of sites consists of the Scott Rakow Youth Center, Flamingo Park, and Normandy Park, with an estimated construction cost of $5.7 million. Each of these sites will require specialized consultant services for the proposed work on the swimming pools and ice rink facility. Carr Smith Associates, a multi-disciplinary architectural, engineering, planning and construction consulting firm, has teamed with the following subconsultants: Rosenberg Design Group for landscape architecture and irrigation, Fraga Engineers for mechanical, electrical and plumbing engineering, Kehler Engineers, Inc. as pool specialists, Stansson Studio, Inc. for urban signage and streetscape, E.R. Brownell and Associates for surveying, and ,CES for construction cost estimating services. The firm of Fraga Engineers has provided consulting services at the Miami Arena for the Panthers' ice rink, and is currently serving as consultant for the new arena ice rink being built in Broward County. The team's past similar experience includes services performed for the Benny Babcock Park expansion, the Bucky Dent Park expansion, the Henry A. Milander Park expansion, Pembroke Falls Park, the McDonald Park expansion, Santa Rosa Island, Tract 27 Sp'orts Co~plex for the City of Tamarac, and several other projects. Many of these projects included pools, several with interactive play areas. GROUP C - REG ARCHITECTS. INe. This group of sites consists mostly of the smaller neighborhood parks - Stillwater, Tatum, Crespi, Fairway, La Gorce, Fisher, Muss, Island View, Palm Island, South Shore Community Center, and Washington Park, with an estimated construction cost of$2.5 million. REG Architects, Inc. has provided architectural services for more than 10 parks and recreation facilities valued at over $20 million since 1988. They have submitted a proposal with the following subconsultants: Urban Resource Group for urban planning, streetscape, and landscape architecture services, and CRA. Clarke, Inc. for structural engineering support. 13 I I I I I I I I I I i I I I I I I I I RFLI NO. 11-96/97 February 5, 1997 Page Four ANALYSIS: (Continued) This team's past similar experience inciudes services performed for the West Jupiter Community Center, Riverbend Park, Carlin Park, Jupiter Beach Pavilions, Northwood Community Center, the Amphitheatre and Town Center for City of West Palm Beach, Vedado Park Community Center, Mar-A-Lago Club Tennis & Spa Facilities, Lake Charleston Park, and many other projects with facilities similar to those proposed in the neighborhood parks of Miami Beach. During the contract negotiations, the City Administration vviIl determine whether one or more firms vviIl be involved in the selection of standardized items, such as lighting, playground equipment, and other design elements, with the goal being to encourage creativity while retaining a solid park identity citywide. Additionally, the firms will be requested to provide revised design and construction schedules based on the proposed assignment of sites. CONCLUSION: Hiring the three above stated firms will allow the Park Bond Issue to proceed into the Design Phase vvithout further delay. JGP:MDB:KS:jf~' 14
