Kasdin and Members of the City C mmission DATE: July 7, 1999 Sergio Rodriguez City Manager A RESOLUT N OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AMENDMENT NO.2 TO THE AGREEMENT WITH CARR SMITH CORRADINO, DATED JULY 16, 1997, IN THE AMOUNT OF $74,977, FOR THE PROVISION OF ADDITIONAL SERVICES NOT INCLUDED IN THE ORIGINAL SCOPE OF WORK, INCLUDING SEVERAL SCHEMATIC DESIGNS FOR THE APPROVAL OF THE SCOTT RAKOW YOUTH CENTER ICE RINK (AT LEAST 17 DIFFERENT SCHEMES AND COST ESTIMATES AND A SCALE MODEL FOR PRESENTATIONS), PLAN REVISIONS AND REDESIGNS REQUESTED BY THE DESIGN REVIEW BOARD TO GAIN BOARD APPROVAL FOR FLAMINGO PARK, NORMANDY ISLE PARK, AND THE SCOTT RAKOW YOUTH CENTER; AND ADDITIONAL COSTS FOR SURVEYING; AND FURTHER APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AMENDMENT NO.2 TO THE AGREEMENT WITH REG ARCIllTECTS, INC., DATED JULY 16,1997, IN THE AMOUNT OF $6,512.40, FOR ADDITIONAL SERVICES NECESSARY TO ACCOMPLISH THE DESIGNS AND PLANS FOR THE GROUP "A" PARKS. ADMINISTRATION RECOMMENDATION: Adopt the Resolution. FUNDING: Funds are available in the $15,000,000 Parks Bond Fund 370. AGENDA ITEM C.1J: 7-7.qq 55 DATE BACKGROUND: Carr Smith Corradino On July 16, 1997, the City Commission approved a professional services agreement with the firm of Carr Smith Corradino for the design and construction documents for the Scott Rakow Youth Center, Flamingo Park and Normandy Isle Park. Since that approval, the Carr Smith Corradino staff have been working in cooperation with City staff to accomplish the same. The $74,977 for additional fees is attributable to $55,770 for additional work on all three projects and $19,200 for additional reimbursable expenses. The increased fees for services are for work completed for Normandy Isle Park and for Flamingo Park beyond the scope stipulated in the basic services schematic design section of the Agreement, along with substantial revisions to the plans resulting from various meetings to incorporate the comments of the Design Review Board. In preparation for the Design Review Board presentations, Carr Smith Corradino also took aerial photographs of the related sites and neighborhoods, developed several color renderings for each project, prepared mailing lists of homeowners and notified each affected neighborhood of the Design Review Board meeting(s), and conducted geotechnical testing and comprehensive surveys for Flamingo and Normandy Isle Parks. The request for reimbursables includes these surveys, geotechnical testing, aerial photography, printing, color renderings, the building of a detailed scale model of the planned Rakow Youth Center Ice Rink, complete with three (3) interchangeable volumes representing the current northern section of the facility and two (2) options for the proposed ice rink, and other miscellaneous items associated with accomplishing the design of these projects. The cost of these services could not be identified until actual work began and the scope of the reimbursable items was more clearly defined. (Please see Attachment I - Exhibits A-F for detailed breakdowns). REG Architects. Inc. On July 16, 1997, the City Commission also approved a professional services agreement with the firm of REG Architects, Inc. for the design and construction documents for ten parks. Included were the Stillwater, Crespi, La Gorce, Palm Island, Tatum, Island View, Fisher, Fairway, Washington, and Muss Parks. REG Architects, Inc. is requesting $6,512.40 for additional services required in the scope of work at Stillwater, Crespi, LaGorce and Palm Island Parks and for revisions requested by"the Administration. The additional $6,512.40 in fees is attributable to added lightning protection and flood protection (waterproofing) as required by FEMA (Federal Emergency Management Agency) to the Stillwater and Crespi buildings totalling $3,540.40 and landscape drawings revisions totalling $3,970. The request for revisions was initiated by the Administration after an initial approval to complete the construction documents for the landscape plans was given and then further evaluated for cost efficiency, maintenance, materials selection and security considerations. The drawings were reworked and the construction drawings and bid specifications revised. (See Attachment II - Exhibit -G for detailed breakdown) ANAL YSIS: The Administration is requesting the approval for these amendments to the agreements for both Carr Smith Corradino and REG Architects, Inc. because the work performed by these firms was considered to be above the contractually agreed upon scope of services and necessary to accomplish the projects. 56 J , , I , , , J The majority of Carr Smith Corradino's request is a result of modifications required to satisfy the Design Review Board's requirements and to develop an acceptable solution for the Scott Rakow Ice Rink. The remainder of their request is for additional reimbursables such as geotechnical services, aerial photography and surveying. Included in their request is an additional allowance of$5,1 01 that will only be used, if necessary, to complete their projects. WHEREAS, on July 16, 1997, the Mayor and City Commission entered into Professional Services Agreements with the fIrms of Carr Smith Corradino and REG Architects, Inc., respectively, for the architectural design and development of construction documents for various parks included in the City's $15 million General Obligation Parks Improvements Bond Program; and WHEREAS, on May 20, 1998, the Mayor and City COmmission approved the schematic plans for these park facilities pursuant to the Master Plan; prepared preliminary cost estimates; developed a draft construction schedule; and authorizing the Administration to proceed with construction documents; and WHEREAS, based on the recommendations of the Administration and the City's Design Review Board, at its regular meetings on July 14, September 15 and October 13, 1998 and April 20, 1999, it was necessary for Carr Smith Corradino to modifY the designs, construction documents and bid specifications for the Flamingo Park and Normandy Isle Park and Scott Rakow Youth Center projects, resulting in increased scope of work and costs for said projects; and WHEREAS, REG Architects, Inc., was requested by the Administration to do additional design work as a result of additional construction required for safety and security and maintenance considerations at Crisp, Stillwater, LaGorce and Palm Island Parks; and 58 WHEREAS, as a result of the increased scope of work, as delineated in the attached correspondence from Carr Smith Corradino and REG Architects, Inc. requesting these amendments, the Agreement with Carr Smith Corradino needs to be amended by $74,977.00; and with REG Architects, Inc., by $6,512.40, to compensate them for these additional services. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein approve and authorize the Mayor and City Clerk to execute Amendment No.2 to the agreement with Carr Smith Corradino, dated July 16, 1997, in the amount of $74,977 for the provision of additional services not included in the original scope of work, including several schematic designs for the approval of the Scott Rakow Youth Center Ice Rink (at least 1 7 different schemes and COst estimates and a scale model for presentations), plan revisions and redesigns requested by the Design Review Board to gain Board approval for F]amingo Park, Normandy Isle Park, and the Scott Rakow Youth Center; and additional costs for surveying; and further approving and authorizing the Mayor and City Clerk to execute Amendment No.2 to the agreement with REG Architects, Inc., dated July ]6,1997, in the amount of$6,512.40, for additional services necessary to accomplish the designs and plans for the Group "A" Parks.
