Kasdin and Members of the City C mmission DATE: September 14, 1999 FROM: Sergio Rodriguez City Manager SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT TWO (2) GRANT APPLICATIONS, FOR $100,000 PER APPLICATION, TO THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, DIVISION OF RECREATION AND PARKS, FOR THE PURPOSE OF FUNDING A PORTION OF THE RENOVATIONS OF THE BALL FIELDS AND THE TENNIS COURTS AT NORTH SHORE PARK, AND THE TENNIS COURTS AT FLAMINGO PARK, TO BE MATCHED WITH $100,000 FROM THE FUNDING FOR EACH APPLICATION, AS RECOMMENDED IN THE APPROVED $15 MILLION GENERAL OBLIGATION BOND PROGRAM TO RENOVATE, AND REBUILD PARKS AND RECREATION FACILITIES WITHIN THE PARKS SYSTEM IN MIAMI BEACH; FURTHER APPROPRIA TING THE GRANTS, IF A WARDED BY THE CITY, IN THE WORK ORDERS FOR THE NORTH SHORE PARK AND FLAMINGO PARK GENERAL OBLIGATION BOND PROGRAM RENOVATION PROJECTS; AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THE APPLICATIONS. ADMINISTRATION ~COMMENDA TION: Adopt the Resolution. BACKGROUND: The State of Florida allocates funding annually to the Florida Department of Environmental Protection, Division of Recreation and Parks for the purpose of assisting local governmental entities to acquire or develop land for outdoor recreation purposes. AGENDA ITEM c.. I q DATE~ 297 These funds are made available to eligible governmental applicants through the Florida Recreation Development Assistance Program (FRDAP) for the 2000 - 2001 period. Examples of eligible projects considered a high priority in the Primary Recreation Areas and Facilities category include, but are not limited to, baseball fields and tennis court renovations, restrooms and picnic facilities, ANAL YSIS: On June 19, 1996, the City Commission approved the General Obligation Bond Parks Master Plan for the restoration of the City's Parks System. Included in this' plan are enhancements for both North Shore and Flamingo Parks. These improvements include renovations to the tennis courts and ball field at North Shore Park and the tennis courts at Flamingo Park. These renovations to the baseball field and the tennis courts are eligible costs to be funded by this grant source and, if approved, will contribute significantly to these projects. CONCLUSION: Adopt the Resolution. WHEREAS, a Florida Recreation Development Assistance Program (FRDAP) Grant is available through the Florida Department of Environmental Protection, Division of Recreation and Parks, for the purpose of assisting local governmental agencies to acquire or develop land for outdoor recreational purposes; and WHEREAS, the City has made a commitment to renovate and rebuild its Parks System, as demonstrated by the approval of the $15 Million General Obligation Bond Program; and WHEREAS, the renovations of the ball fields and tennis courts at North Shore Park and tennis courts at Flamingo Park are projects included in the $15 Million General Obligation Bond Program, at an estimated cost in excess of $400,000; and WHEREAS, the FRDAP Grant Program will fund fifty percent (50%) of the aforestated project costs, for projects estimated in excess of$150,000. NOW THEREFORE, BE IT nUL Y RESOLVED BY THE MA YOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the City Manager, or his designee is authorized to submit two (2) grant applications to the Florida Department of Environmental Protection's Florida Recreation Development Assistance Program, in the amount of $100,000 each, for the purpose of renovating the ball fields and tennis courts at North Shore Park and the tennis courts at Flamingo Park, and that the amount of$100,000 included in the approved $15 Million General Obligation Bond Program for each Park be approved as the required match; 299 .. appropriating the funds, if awarded and accepted by the City, into the work orders established for the North Shore Park and Flamingo Park General Obligation Bond Program Renovation Projects; and authorizing the Mayor and City Clerk to execute all necessary documents related to these applications. C7Q Commission Memorandum No. 624-99 A Resolution Approving and Authorizing the City Manager or his Designee to Submit Two (2) Grant Applications, for $100,000 per Application, to the Florida Department of Environmental Protection, Division of Recreation and Parks, for the Purpose of Funding a Portion of the Renovations of the Ball Fields and the Tennis Courts at North Shore Park, and the Tennis Courts at Flamingo Park, to be Matched with $100,000 from the Funding for Each Application, as Recommended in the Approved $15 Million General Obligation Bond Program to Renovate, and Rebuild Parks and Recreation Facilities within the Parks System in Miami Beach; Further Appropriating the Grants, if Approved and Accepted by the City, in the Work Orders for the North Shore Park and Flamingo Park General Obligation Bond Program Renovation Projects; and Authorizing the Mayor and City Clerk to Execute All Necessary Documents Related to the Applications. Commissioner Liebman questioned what will happen to the money that has already been allocated and will the money be used for further enhancements to North Shore and Flamingo Parks. 15
