SUBJECT: RESOLUTION FROM THE JOINT DESIGN REVIEW/HISTORIC
PRESERVATION BOARD
Attached, please find a copy of a resolution adopted by the Joint Design ReviewIHistoric
Preservation Board at their March 14,2000 meeting. This Resolution was passed by the Joint Board
because of their concern with the commercialization of existing public space, particularly with the
substantial amount of public funds which have been and are proposed to be invested within the
public spaces and rights-of-way throughout the City.
The Joint Board would like to see changes to the Land Development Regulations of the Miami
Beach Code brought forward which regulate the number, location, placement and design of
newspaper racks and further suggests that a "freeze" or moratorium on any new or proposed
newspaper racks be imposed by the City Commission until such time as amendments to the Code
have been drafted.

RESOLUTION
RE: A PROPOSAL BY THE JOINT DESIGN REVIEW/HISTORIC PRESERVATION
BOARD FOR THE CITY COMMISSION TO REVISIT THE REGULATION OF
NEWSPAPER RACKS CITY WIDE AND WITHIN THE CITY'S DESIGNATED
HISTORIC DISTRICTS
WHEREAS, the City of Miami Beach Joint Design Review/Historic Preservation
Board (Joint Board) is charged by Ordinance as serving in an advisory capacity to the
City Commission and other City Boards on issues affecting the City's architecture,
design and historic districts; and
WHEREAS, the Joint Board is concerned with the commercialization of existing
public space, particularly with the substantial amount of public funds which have been
and are proposed to be invested within the public spaces and rights-of-way throughout
the City; and
WHEREAS, the Joint Board deems it advisable that changes to the land
Development Regulations of the Miami Beach Code concerning the number, location,
placement and design of newspaper racks are necessary in order to protect the unique
architectural and historic character of the City; and
WHEREAS, the Joint Board deems it advisable that a "freeze" or moratorium on
any new or proposed newspaper racks is necessary until such time as amendments to
the Code have been drafted;
THEREFORE, it is hereby resolved that the Joint Design Review/Historic
Preservation Board recommends the following:
1 . The City Commission should refer to the Planning Board an amendment
to the land Development Regulations of the Miami Beach Code to
regulate the number, location, placement and design of newspaper racks
throughout the entire City.
2. Until such time as an amendment to the Land Development Regulations
of the Miami Beach Code to regulate the number, location, placement and
design of newspaper racks throughout the entire City is adopted by the
City Commission, a "freeze" or moratorium on any new or proposed
newspaper racks should be imposed.
PASSED AND ADOPTED THIS 14th DAY OF MARCH, 2000.
