Though currently listed as an Applicant, I wanted to update my application. My wife Rachel, daughter Reagan, and I reside at 2360 Alton Road, Miami Beach. A copy of my Professional Profile and testimonials are attached. I believe I have superior qualifications for the Planning Board. My experiences are "deep" in four (4) areas that are constant underlying factors in issues before the Planning Boazd (and the City Commission): t) Historic Preservation; 2) Business Issues; 3) Legal; and 4) Government perspective. I have been involved with historic preservation issues for many years. Attached is an email from the Miami Design Preservation League supporting my appointment (I am on the Executive Committee of the Boazd'of Directors as well as an active tour guide for many years). Historic Preservation, "done right" promotes both preservation of our heritage and economic growth...,what better example than Miami Beach! From a business perspective, I have operated my own business in Florida since 1994 representing business owners and property owners on matter related to ad valorem taxation and tax credits/abatements for the rehabilitation of historic buildings....I "know" the issues and many legitimate concerns facing these two (2) related groups and the need to carefully consider the potential short term and long term effects of rulings on these valuable constituents to our community. As an attorney (with an LL.M. in Taxation), I like to think I know how to spot issues, consider e!I ramifications and determine the cost/beneftts that would come before the Planning Board. For approximately the past twelve (I2) years, 1 have gladly provided a significant amount of both non- eompensated and reduced compensated services to the City of Miami Beach government. I currently represent the City in seeking lower property tax assessments for the 16a' Street Garage and the Meridian Ave. Office Buiiding.......without compensation (if a conflict with a possible appointment to the Planning Board, I would withdraw my representation of the City). 2. Worked with Bob Dixon, Esq., Chvistina Cuervo, Joe Damien and Jorge Chartrand in successfully removing old City Hall from the Property Appraiser's tax roes after the 1995 fire. At the time, the City was paying close to $100,000 per year in property taxes. In addition to obtaining total exemption, the City took this opportunity to re-think its use of the Historic building and concluded that re-introducing city government offices and a significant renovation would do justice to our shared history. 2 Without compensation, I resurveyed the current National Historic District's approximately 150 buildings built between 1946-1950 that were not on the National Register due to the period of significance cutting off at 1945. Working with William Cary, Tom Mooney, Jorge Gomez, Shannon Anderton and Christina Cuervo, an Amendment to the National Registrar nomination was prepared and submitted to the National Park Service resulting in the addition of approximately 130 buildings to the National Register and their eligibility for valuable tax credits. 3. Worked with thG same people as in #2 above (as well as Kevin Crowder) to resurvey and submit a Nomination to the National Park Service to obtain National Certification of the Ocean Beach Historic District. Again, the contributing structures in the district became eligible for valuable tax credits and the District obtained National Recognition (it is my understanding this is helpful in such areas as dealing with the Department of Transportation). 4. Worked with Gary Held, Roberto Datorre, Kent Bonde and Christina Cuervo in challenging ad valorem tax assessments levied on City Property. This includes obtaining tax exempt status for the Byron Carlyle Theater and minimizing ad valorem taxes on the Meridian Office Building and the 16~' Street Parking Garage. 5. I continua; to be available without chazge for meetings and telephone conversations on related matters. For example, I spoke with Shannon Anderton numerous times in implementing the new ad valorem tax abatement program for rehabilitating pre-1942 houses. I have met with Tim Hemstreet, Ana Cecilia Velasco and others on various ad valorem tax matters affecting the City without charge. Both the City Liaison to the Planning Board, Mercedes Lamazares and current Planning Board Member Marlo Courtney know me by professional reputation and deeds. Thank you for your comments rer~~_;rc3ing the possible nomination of this historic district to the Nationa! ; Register of Historic; Places. We believe the Collins Waterfront Historic District woul be an excellent candidate for the National Register, and it would be a natural extension of the Miami each Architectural District located immediately to the south. At this time, however, it is necessary for us to discuss the proposed nomination w' the City Manag~;r.and the Planning Director before we can proceed with the proposafl - • application. We are currently in the process of surveying a large area located in the northern part of the City in order to identify potential local historic districts.
