On September 10, 2007 the Land Use and Development Committee, and then later t149 City Commission in their October meeting, approved the removal of the 23rd Street Bridge project (the Project) from the City's Municipal Mobility Plan (MMP) and directed the Administration to request the reallocation of the Road Impact Fees (RIF) that were funding the project for other City projects or project. On February 4, 2008 the City Administration presented to the Transportation Planning Council (TPC) of the Metropolitan Planning Organization (MPO), a resolution item to remove the construction of the Project from the 2008 Transportation Improvement Program (TIP). The TPC approved the resolution and it has now been forwarded to the MPO for final approval at their meeting on February 21, 2008. The City has requested that the $4,535,000 allocated to the Project be released back to the District 8 (Miami Beach only) RIF Fund; the County will retain $500,000 for the Project's maintenance and repair and the City will reallocate the remainder balance or a portion of the balance for the emergency repairs of the Washington Avenue Bridge. Once the amount required forthe Washington Avenue Bridge is determined, the balance of the funds will be made available for Miami Beach RIF eligible projects. There is no specific time frame required for reallocation of the remaining funding. The City will have to decide what project or projects the remaining funds will be used for, and once the decision is made, request an amendment to the TIP. The City is going to move forward with the West Avenue Bridge Project by first completing a Planning, Development and Environment (PD&E) Study, which will include a summary of the existing conditions, an analysis of several preferred alternatives, and a summary of the environmental work required for the project. The PD&E also includes an extensive public involvement process. If there is community support for the project, the City will then proceed with, the design and development of construction documents, bidding and award of a construction contract, and construction. Depending on the available funding and length of the permitting process, final completion of the project is estimated to be in approximately three (3) years. This project received an $800,000 authorization in the five-yearfederal transportation authorization bill approved by Congress in 2005 (also known as TEA-LU). While funds are made available over a period of five years, the funds must be appropriated locally and obligated by the federal government within three years from the final year of the authorization (FY2010). Therefore, this multi-year federal funding authorization for the West Avenue Bridge Project will expire in 2013. Legislation is pending in Congress that will amend TEA-LU and provide this project with an additional $620,000. If you have y questions, please feel free to contact me.
