I seek appointment to the Miami Beach Historic Preservation Board, Planning Board, or Convention Center Advisory Board. I am a retired lawyer, experienced with legislation, historic preservation, and travel and tourism. Before moving full.-time to Miami Beach, I lived continuously for 41 years in an historic district-the Central. West End of the City of St. Louis. I served for four of those years as a member of the St. Louis Board of Aldermen (which is the equivalent of our City Commission), drafting, sponsoring, and advocating municipal legislation. As detailed later in this Resume, I have testified on many occasions before our land use boards and the Commission. Residence. Full-time resident of Miami Beach, with wife Suzanne, since November, 2004. Date and Place of Birth. Born on October 29, 1939 in St. Louis. Education. (1) St. Louis Public Schools; (2) Washington University (St. Louis), A.B. 1960 (Phi Beta Kappa, 1959); (3) Harvard Law School (Boston), J.D. 1963. Employment History. Practiced law in St. Louis for 41 years: (1) Hocker, Goodwin, & MacGreevy- 1963-1969, Associate, then Partner; (2) LaBarge Inc. - 1969-1974, General Counsel, then Vice President and General Counsel; (3) Maritz Inc. - 1974-2004, Associate General Counsel initially, followed by successive promotions during that 30-year employment, until retirement as Senior Executive Vice President, General Counsel, and Secretary. Maritz Inc. is a privately-owned St. Louis company which, shortly before my retirement, had about $1,400,000,000 in annual revenues and about 5,000 employees. At the time of my retirement, I headed a Law Department of five lawyers. Maritz Inc.'s principal businesses are travel, marketing research, and performance improvement programs for major corporate clients (typically Fortune 500 companies). Principal Governmental and Civic Activities in St. Louis -Pre-Retirement. (1) Member of the Board of Aldermen of the City of St. Louis (St. Louis' city legislature -the equivalent of a city commission) - 1969-1973; (2) Special Assistant to the Attorney General of Missouri -1967-1968; (3) Member of the Board of Directors of Forest Park Forever, Inc. (the non-profit corporation which, in apublic-private partnership with the City of St. Louis, raised and spent approximately $50,000,000 of private contributions for the restoration of St. Louis' 1,200-acre principal public park, and which now serves in a central role in the maintenance and improvement of the park) - 1988-2003; (4) Member of the Board of Directors of the Central West End Association (the non-profit corporation dedicated to the quality of residential life and the prosperity of businesses in St. Louis' central city neighborhood) - 1992-2002. Principal Governmental and Civic Activities in Miami Beach -Post-Retirement. (1) Graduate of the City of Miami Beach's Neighborhood Leadership Academy - 2006; (2) Member of the Board of Directors of 1500 Ocean Drive Condominium Association, Inc - 2005-2006; (3) Asa 1500 Board member, served as a leader of residents' interests in the drafting and advocacy of the City's new Noise Ordinance, including three rounds of testimony before the City Commission; (4) As a neighborhood resident, successfully led (A) the prosecution of, and testimony before the Special Master on, the building violations at 1446 Ocean Drive (west side of Ocean Drive, immediately south of the Regent Hotel), and (B) the effort before the Board of Adjustment to require the proper maintenance and screening of the now-vacant former Charles Hotel site (southeast corner of Collins Avenue and 15`~ Street); (5) Asa 1500 Board member, led the first comprehensive revision of the building's condominium documents; participated actively in the development of improved condominium internal financial reporting; guided the building's lawsuit against the developer and contractors for roof defects; participated in the interviewing and hiring of new staff; and participated in numerous other building projects; (6) As a citizen, testified on various occasions before the City Commission and its Neighborhoods Committee on the City's new Handbill Ordinance, and drafted language for it which the Commission incorporated into the final version. (7) As a citizen, appointed by the Miami Beach City Manager to serve on an Evaluation Committee to consider applications by accountants for appointment as auditors of tourism-related taxes; (8) As a neighborhood resident, testified before the Planning Board on the Conditional Use Permit for Maxim's Lounge at the Royal Palm Hotel, and drafted language which the Board included in the final Conditional Use Permit for the interior space; (9) As a member of the Advocacy Committee of the Miami Design Preservation League, testified before the Historic Preservation Board, in support of adherence to the City's concurrency requirements in connection with the proposed Bijou Hotel; (l 0)As a citizen, testified before the Planning Board in the successful effort to propose to the Commission an amendment to the Zoning Code which limits both the number of seats and the number of patrons in restaurants and bars which are accessory uses of hotels located in the south of 5`~ Street neighborhood.
