SUBJECT: Request for Information -Normandy Shores Golf Course Clubhouse
The purpose of this memorandum is to respond to your request for information on
Tuesday, March 4, 2008 regarding the Norrandy Shores Golf Course Clubhouse. Below
please find responses from Kevin Smith, Director of the Parks and Recreation
Department and a response from Alberto Pozzi, Managing Partner of the Miami Beach
Golf Club. Attached as well for your information is the original email stream from Mr.
Smith and Mr. Pozzi.
Mr. Smith's comments were:
Please find an email below from Alberto concerning a request for information/
input made to him by Commissioner Tobin this after noon. As noted, the iwo
remaining concerns are the size of the dining room and the outfitting of the
kitchen. Also, please be reminded that the kitchen is intended to serve golfers
and guests while there are golfers on the course. If the intention becomes
something more, such as the restaurant should remain open for the public after
the golfers have gone, a new set of operational needs and expenses must be
added to the budgetary equation.
Mr. Pozzi's comments were:
I spoke to Commissioner Tobin earlier today, and he told me that a decision has
been made to build a replica of the Normandy Shores Clubhouse. Commissioner
Tobin wanted to know our opinion and recommendations regarding the existing
plans for the renovation of the old clubhouse and suggestions forthe new one as
he was seeking input for the planning process. He requested I forward him the
comments we made to C.I.P. and the architects during the planning stages for
current plans. As you will remember, the process lasted several months and
encompassed multiple meetings during which our many comments were
addressed by C.I.P. and the project's architect. In going through my files I have
found copies of the minutes which are quite voluminous and since the
overwhelming majority of our concerns and recommendations were addressed, I
don't think it is necessary for me to forward copies of these minutes. After all is
said and done, we have iwo concerns regarding the current plans. One is the size
of the dining room/banquet room which in our view should be large enough to
accommodate group of up to 140 guests and the kitchen; which, as currently
equipped, would enable us to provide a menu of only cold sandwiches and
salads. There were also issues regarding storage space which have been
addressed by adding store rooms to the cart barn. I would appreciate it if you

would be kind enough to forward this information to Commissioner Tobin on my
behalf.
Consistent with our communication protocol for providing information to the Mayor and
City Commissioners, even though you made this request directly to our Golf Course
Contractor, the response was provided by both Mr. Smith and Mr. Poai through my
office.
As you know, our communication protocol is intended to ensure that questions and
requests are dealt with in a timely fashion. My Office routes the item to the appropriate
parties and tracks the response. Our policy also provides the appropriate opportunities
for quality control to ensure that the information is not only timely, but complete and
accurate. Our policy also ensures that all of the elected officials receive the same
information.
