Additional Securi Equipment Installed at City Hall

As you are aware, recent thefts of expensive computer and reproduction equipment have necessitated
an increased level of security at City Hall. A security audit performed by the Police Department has
recommended installation of video surveillance equipment at all ingress and egress points of the
building. Additionally, in order to document unauthorized persons remaining in the building after
normal business hours and leaving the building with City or personal property, a card reader has also
been installed at the interior of the employee (rear) entrance, to the City Hall Building.
Effective immediately, all entrance and exit points of the building and the front lobby of City Hall
are now monitored by a video monitoring system 24 hours a day. Effective October 9th, it will be
necessary for anyone leaving the building Monday thru Friday after 6:30 p.m. and prior to 7 a.m. the
following morning and all hours Saturday, Sunday, and holidays, to exit the building through the
rear door using their City tD. card. Members of the public who are attending meetings in the
building after normal business hours will be let out of the building by the security officer through
the front entrance. Signage indicating this procedure and emergency procedures will be installed at
the rear exit prior to the October 9th activation of the system.
Absent any emergency, please do not use any other doors to exit the building during the time frame
outlined above, because if you do so the intrusion alarm will sound and the Police Department will
respond.

In the event of a fire or other emergency, the rear door is equipped with an emergency lock override
(panic device) which will open the door after a IS-second delay by simply pushing on the door. The
alarm will be activated by this procedure and the Police and Fire Departments will respond;
obviously, this method of exiting the building should only be utilized in an emergency situation.

In the event anyone inadvertently leaves the building through an unauthorized exit or triggers the
emergency lock override (panic device) at the rear door, it is im,perative the employee remain at the
location to advise the Police responding to the alarm that there is no intrusion and that he/she is the
individual who inadvertently triggered the alarm. This will prevent the Police Department from
having to do an extensive search of the premises to find the cause of the alarm activation.
Video tapes will be kept for a seven-day period. Any property missing from the City Hall building
must be reported to Property Management (673-7630) within that time frame in order to review the
surveillance tapes.
Please disseminate the above information to all employees assigned to your Department or Division
that may require access to the City Hall Building after normal work hours. These measures will help
provide a safer work place for all City of Miami Beach employees.
