021-1997 DMOFFICE OF THE CITY MANAGER TELEPHONE: (305) 673-7010 FAX: (305) 673-7782 DEPARTMENT MEMORANDUM NO. 21-1997 TO: All Department/Division Directors DATE: November 13, 1997 FROM: Jose sl~~ede Garcia-Pedrosa City Manager SUBJECT: Merit Pay for Unc ~, Others, and AFSCME Employees As you may recall, the City Commission adopted the Hendricks study with the intent that covered employees would receive one pay raise in a year, based on merit, rather than various other types of increases, including "steps", "cost-of-living increases", and "longevity". We implemented the new policy partially last year and must now do so fully. This memorandum provides guidance for the implementation of certain salary actions in Fiscal Year 1997/98. Unclassi~ed/OtherslAFSCME Emolovees - During Fiscal Year 1997/98, these employees should be rated under the pay-for-performance program and be eligible for a raise on their anniversary dates. The amount of this raise will be 5% for scores of 80 and above; 3% for scores between 60 and 79.9; 1% for scores between 40 and 59.9; and, 0% for scores below 40. Naturally, the awarding of these increases may not be made, if it would cause the employee's salary to exceed the maximum of his/her salary range. Evaluations should be reviewed by the appropriate Assistant City Manager prior to discussion with the employee and should subsequently be referred to Human Resources for implementation. it is important that you or the rating supervisor meet with each employee to discuss the prior years performance, next year's expectations, and the salary action decided for the individual. Please make every effort to have these meetings be supportive of our principal mission--providing high-quality, cost-effective services to the citizens of Miami Beach.
