Effective immediately, all pay for performance evaluations with a score of 60 or higher must
be reviewed and signed off by the cognizant senior staff member of the employee's
department, i.e., Deputy City Manager, Assistant City Manager, Executive Assistant to the
City Manager, before the evaluation is discussed with the employee.
All evaluators are expected to prepare intellectually honest reviews that feature judgements
which are well supported by facts. The supervisors of evaluators and the senior staff
members should assure themselves that this mandate has been satisfied before signing
off on an evaluation. To underscore the importance of this process, evaluators should be
rated on the quality and timely completion of these ratings when their own reviews are
done.
Performance evaluations are an important vehicle to communicate with staff, improve
productivity, and estab]ish a basis for legitimate financial rewards. It is imperative that they
be done in the spirit of pay for performance, and that they be signed off and submitted to
Human Resources on or abut the date of the employee's review. Late evaluations are a
major disservice to our employees and should not occur.
Rease ensure that all evaluators are informed of this directive and thank you for your
cooperation.
