017-1994 DM \7-I'1Q<-\ CITY OF MIAMI BEACH ---- DATE: March 29. 1994 TO: All Department Directors and Division Heads FROM: Roger M. carlt~~... /J J City Manager ~~ SUBJECT: Safety Committees - In our continuing effort to afford employees a safe work environment and to reduce our cost of workers' compensation claims, each department and division is to immediately create a safety committee. These committees are now required by Florida Administrative Code 381.10-381.20. Appointment of Safety Liaison: Each Department Director and Division Head is to appoint a management employee to serve as a Safety Liaison for their department/division. This individual will be the person responsible for the coordination of all safety matters with the Risk Management Division. This appointed employee will also serve as the management representative on your safety committee. Inform Risk Management of this selection as soon as possible. romposition of Safety Committee: Each safety committee will consist of the appointed management safety liaison and at least two (but not more than four) non- management employees who either volunteer or are elected by co- workers. All employees serving on these committees are to be allowed to perform their committee duties and attend committee meetings during their normal work schedule. The committee meetings will be held monthly and must be adequately recorded. r ~ - r . Page 2 Committee Responsibilities: 1. To ensure the department/division has a safety bulletin board or a designated place to post and display safety related materials, notices, ~os, posters and safety committee meeting minutes. 2. To provide a suggestion box for employees submit safety recommendations or concerns review. to anonymously for committee 3. Review all job related accidents to determine their cause and recommend necessary actions to prevent future accidents. 4. To recommend for Risk Management review the training and safety equipment needs for specific jobs. 5. Conduct mandatory safety training meetings for all employees. 6. Assist with safety inspections conducted by the city Safety Officer and insurance company or state inspectors. Produce a departmental safety manual detailing safety rules and regulations, safe work practices, proper utilization of personal protective equipment and any other requirements particular to that department/divisions job activities. 8. Ensure all approved and required personal protective equipment is being properly utilized by employees. 7. 9. Develop ideas for safety incentive awards to encourage and promote a positive attitude with regard to job safety. 10. Assist in the development and ~lementation of new safety policies and proced1lres. Submit the names of your appointed department/division management safety liaison and the 2 - 4 additional committee members that were elected or volunteered within 15 days to the Risk Management division. Upon receipt of this information, an initial meeting will be held with all committees to distribute the revised safety manual and explain the committee's activities in greater detail.
