Engaged in grant process, including: writing and processing of application guidance, providing pre-application technical assistance workshops, providing advice and assistance to grant applicants, planning and carrying out the objective review activities, reviewing proposals, providing feedback on the proposals to program managers, and monitoring programs after awards were made. Accomplishments at HRSA: Greatest accomplishment was the integration of persons living with HIV/AIDS (PLWH) in the Bureau's programs at the Federal level. The entire Bureau now uses fine trained PLWH as consultants in a number of roles. Led the Division's "Consumer Workgroup," which functions as the Federal consumer advocacy body and ensures that PLWH and their input are taken into consideration when programmatic and policy decisions are made. Another great accomplishment was the creation of the many education and training programs administered by the Division. PLWH nationwide are educated leaders in their communities because of the training and education programs provided. Spearheaded the development of an initiative to bring adolescents living with HIV into medical care. This included researching epidemiological information and interpreting its implications, conducting professional and youth forums involving experts from governmental and non- governmental agencies and youth with expertise in HN/AIDS care and needs, and incorporating input from these forums into the request for proposals, disseminating the request for proposals, responding to inquiries about the project, and organizing the objective review process leading to the grant awards. 17 granges are funded by this initiative. Have educated more than 300 PLWH nationwide about living with HIV disease, through the courses described above, who have, in turn, educated thousands more. (Most are adult basic learners.) Collected and analyzed program implementation data from the funded entities. Monitored grant budgets and work plan implementation, identified technical assistance needs, planned and provided technical assistance, and monitored adherence to the CARE Act and other Federal rules and regulations. Worked with State and Iocal governments to review and analyze State and local policies, rules, and regulations to ensure coordination of State and local programs with the Federal programs. Informed program managers regularly of important aspects of program operations, particularly regarding possible areas of concern. Responded to requests for information and interpret legislation and policy for grantees, Federal and local institutions. This included controlled correspondence, which is correspondence with members of Congress regarding the programs monitored. Managed two cooperative agreements for the education and training of persons living with HN/AIDS (PLWH). Through these agreements we educated PLWH about HIV disease so they can participate effectively in making their treatment decisions. This includes training PLWH: to be their awn advocates and to advocate far their peers, to assume leadership positions in their communities, to train others on how to find appropriate services, to serve on Institutional Review Boards for HIV1AiDS clinical trials, to participate in community boards making decisions about allocation of funds and prioritization of services, and to participate in objective review committees at HRSA. Managed a contract to study the best practices in reaching out to youth at risk of and living with HIV/AIDS, enrolling, and retaining them in care. Provided guidance to programs serving young people living with HIV/AIDS, a particularly challenging population. Managed a contract to study the best practices in the employment of clients as staff. Through this contract, we developed a training guide to be used by grantees in planning for the employment of PLWH in their programs. Assisted grantees in identifying additional resources for serving diverse populations, such as the Individuals with Disabilities Education Act (IDEA) and the Rehabilitation Act, critical for our children and youth entering the school systems, as well as our adult clients who may be capable of returning to work through the medical advances in HN/AIDS. Some of the programs work with the public schools and provide support in the educational placement of children and youth living with HIV/AIDS. Assisted grantees in designing research projects to evaluate program outcomes by helping them make decisions regarding methodology, collection of data, sampling, instrumentation, and data analysis.
