96-22090 RESO RESOLUTION NO. 96-22090 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE ISSUANCE OF A CERTIFICATION OF CONSISTENCY WITH THE CITY'S CONSOLIDATED PLAN TO MIAMI BEACH DEVELOPMENT CORPORATION FOR THE ACQUISITION, REHABILITATION AND OPERATION OF APPROXIMATELY TWENTY-EIGHT (28) UNITS OF AFFORDABLE RENTAL HOUSING FOR THE ELDERLY POPULATION AT THE JEFFERSON APARTMENT BUILDING, 542 JEFFERSON AVENUE. WHEREAS, on July 26, 1995, the Mayor and City Commission approved the City's Consolidated Plan; and WHEREAS, Miami Beach Development Corporation has proposed to acquire, rehabilitate and operate approximately twenty-eight (28) units of affordable rental housing for the elderly, at the Jefferson Apartment Building, located at 542 Jefferson Avenue (Project), using funding from the U.S. HUD Section 202 Supportive Housing for the Elderly Program; and WHEREAS, U.S. HUD requires that applicants to the Section 202 Program obtain and submit a Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction where the proposed project is to be located; and WHEREAS, in accordance with the City's adopted Consolidated Plan, all requests for Certificates of Consistency require City Commission review and approval; and WHEREAS, the Administration has reviewed the proposed Project and found it to be consistent with the Consolidated Plan. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the City Manager is authorized to execute a Certification of Consistency with the Consolidated Plan and issue the same to Miami Beach Development Corporation. ADMINISTRATION RECOMMENDATION: The Administration recommends passage of the attached resolution authorizing the issuance of a Certification of Consistency with the City's Consolidated Plan for a proposed project by Miami Beach Development Corporation (MBDC) to acquire, rehabilitate and operate approximately 28 units of affordable rental housing for the elderly, at the Jefferson Apartment Building, ,located at 542 Jefferson Avenue. BACKGROUND: On August 26,1996 MSDC requested a Certification of Consistency with the Consolidated Plan for the proposed acquisition, rehabilitation and operation of approximately 28 units of housing for income-eligible elderly tenants. The proposed location is a vacant, gutted building called the Jefferson Apartment Building, at 542 Jefferson Avenue. MSDC is submitting a request to U.S. HUD for funding under the Section 202, "Supportive Housing for the Elderly" Program. U.S. HUD requires that applicants to the Section 202 Program obtain and submit a "Certification of Consistency with the Consolidated Plan" from the entitlement jurisdiction where the proposed project is to be located. In accordance with the City's adopted Consolidated Plan, all requests for Certification of Consistency require City Commission review and approval. The deadline for submission AGENDA ITEM C. 1 D DATE~ to U.S. HUD for funding under the Section 202 Program was September 6, 1996, therefore MBDC submitted its application pending issuance of the Certification of Consistency by the City. The application included a letter from the City Manager indicating that the Certification of Consistency would be presented for review and approval at the first scheduled City Commission Meeting following the summer recess, September 11, 1996. ANAL YSIS: Following acquisition and rehabilitation, MBDC will own and operate the building as a housing facility for the elderly, and will coordinate with other agencies to provide the necessary supportive services to the elderly tenants. The Administration has reviewed the proposed project, and has concluded that this proposal is consistent with the City's Consolidated Plan. The Consolidated Plan identifies a number of long term objectives under Section 6 "Strategic Plan", part B "Assignment of Priorities" on page 6-1, including the following: "To increase the availability of standard housing through the rehabilitation of the existing housing stock... " "To give the highest priority to housing activities to elderly households. These households have the greatest need for affordable housing. " CONCLUSION: The Administration recommends passage of the attached resolution authorizing the issuance of a Certification of Consistency with the City's Consolidated Plan for a proposed project by Miami Beach Development Corporation, to acquire, rehabilitate and operate approximately 28 units of affordable rental housing for the elderly, at the Jefferson Apartment Building, located at 542 Jefferson Avenue.
