RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AN UPGRADE FROM THE YEARLY
MAINTENANCE AGREEMENT FOR THE GEOGRAPHIC INFORMATION SYSTEM
(GIS) SOFTWARE FROM ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE
INC. (ESRI), TO A THREE YEAR ESRI SMALL MUNICIPAL AND COUNTY
ENTERPRISE LICENSE AGREEMENT (ELA), EFFECTIVE DECEMBER 7, 2008,
THROUGH DECEMBER 7, 2011, AT A COST OF $40,907.
WHEREAS, various City departments are using ESRI individual licenses, which provide
limited access to GIS data; and
WHEREAS, the purchase of ESRI site licenses has set the interoperability standard for GIS
in the City; and
WHEREAS, the use of GIS in the City has increased significantly and it makes more
economic sense to purchase an enterprise license; and
WHEREAS, the purchase of an ESRI Small Municipal and County Enterprise License
Agreement (ELA), at a cost of $40,907, will provide effective unlimited access to GIS information.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby approve the
upgrade from the yearly maintenance agreement for the Geographic Information System (GIS)
software from Environmental Systems Research Institute Inc. (ESRI), to a three year ESRI Small
Municipal and County Enterprise License Agreement (ELA), effective December 7, 2008, through
December 7, 2011, at a cost of $40,907 (payable in three installments on December 7 of each year).

Item Summary/Kecommenaation:
Currently the City has fifteen (15) ESRI individual licenses and four (4) server licenses for the City
Geographic Information System (GIS). A GIS is a computer technology that combines geographic data
(the location of man-made and natural features of the earth's surface) and other types of information
(names, classifications, addresses, and other data) to generate visual maps and reports. The integration
by the City of GIS in existing and new business processes and software has significantly increased the
number of users to the point that it makes more economic sense to purchase an enterprise ESRI license
rather than to continue to buy individual licenses.. The ESRI Small Municipal and County Enterprise
License Agreement (ELA) will grant the City access to all GIS software on an unlimited basis including
maintenance of all software offered through the ELA agreement.
The current cost for a limited number of individual and server licenses is $40,907, per year. The enterprise
ESRI agreement will provide unlimited access at a cost of $50,000, per year.

BACKGROUND
ESRI software for a Geographic Information System (GIS) was part of the original proposal for
an Infrastructure Management System (IMS) in Public Works, which included a Computerized
Maintenance Management System (CMMS) integrated with GIS. A Request for Proposals
(RFP) was issued in 2004. ESRI software was featured in four of the five responses. The
contract for the development of the CMMS portion of the project was awarded to Camper
Dresser, McKee, Inc. in 2005.
The Public Works, Fire, Police, Parks and Planning Departments have, in the past, purchased
individual licenses for ESRI software. Currently the City has fifteen (15) ESRI individual licenses
and four (4) server licenses for the City GIS. A GIS is a computer technology that combines

other types of information (names, classifications, addresses, and other data) to generate visual
maps and reports. The integration by the City of GIS in existing and new business processes
and software has significantly increased the number of users to the point that it makes more
economic sense to purchase an enterprise ESRI license rather than to continue to buy
individual licenses. The ESRI Small Municipal and County Enterprise License Agreement (ELA)
will grant the City access to all GIS software on an unlimited basis including maintenance of all
software offered through the ELA agreement.

enterprise ESRI agreement will provide unlimited access at a cost of $50,000, per year.
The ELA agreement will provide the City with numerous benefits including:
• A lower cost per unit for licensed software.
• Substantially reduced administrative and procurement expenses.
• Maintenance on all ESRI software deployed under this agreement.
• Complete flexibility to deploy software products when and where needed at no
added cost for the GIS component.
Working closely with the IT Steering Committee and the GIS User Group, the Public Works
Department has made significant progress in the development of the enterprise GIS in the City.
Major accomplishments include:
• CMMS operational in Utilities, Streets, Streetlights and Sanitation.
• Created Enterprise GIS Database and Web Viewer to make this data accessible
to all users in the city.
• Converted all the Utility Assets into the GIS.
• Created City Wide Addressing System.
• Created City Wide Parcel Database.
• Created numerous applications to integrate GIS in new and existing business
processes.
CONCLUSION
The Administration recommends adoption of the Resolution.
