Kasdin and Members of the City Commission FROM: SUBJECf: Jorge M, Gonzal~.,~ City Manager ~- \) South Pointe Pa ier During their recent work on the Government Cut Jetty, the Anny Corps of Engineers advised the City that there was evidence of spaJIing concrete on sections of the concrete pilings of the South Pointe Pier. The Property Management Department, utilizing the rotational architectura1lengineering agreement, contracted E. N, Bechamps and Associates Inc, to perform a structural evaluation of the Pier. The structural engineer's report found evidence of spaJIing on a number of pilings that ranged from minor to severe, The severe spalling of the pilings is located near the shoreline and on the side of the pier that is on the opposite side of the Jetty, The engineers believed this was the result of wave action on the pilings that has occurred over the years, Ahhough the engineers recommended some immediate remedial actions and have provided a scope of work proposal for the required repairs, they did not recommend the closing ofthe pier. To ensure public safety, I have directed Property Management to have a fencing contractor insta1I a barricade fence at a section of the pier that is identified by the attached drawing provided by the engineer, The installation of the fence win not prohibit the use of the pier or access by the public to the pier's fu1llength, A corridor win be maintained that win also allow fun access to the disabled to comply with ADA requirements, I have also directed that no vehicular traffic is allowed on the pier at any time, The cost of the barricade fence, as per the attached quote, win be $2,774 and will be paid by Property Management's budget, I believe that these measures win ensure that safety ofthe public is maintained until the necessary plans and costs can be developed and the repair work can be performed, If YO~ha e any questions, please do not hesitate to call. ~C JMG AJ cc: Bob Middaugh Brad A.
