2008-26944 ResoRESOLUTION NO. 2008-26944 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AN AMENDMENT TO THE BASIS OF DESIGN REPORT FOR NEIGHBORHOOD NO. 4, NORMANDY ISLE AND NORMANDIE SUD, TO INCLUDE PEDESTRIAN LIGHTING ON MARSEILLE DRIVE, CALAIS DRIVE, AND TROUVILLE ESPLANADE; UPLIGHTING OF LANDSCAPING IN THE MEDIAN ON TROUVILLE ESPLANADE; AND BRICK PAVER CROSSWALKS AT THE INTERSECTIONS OF RUE BORDEAUX AND TROUVILLE ESPLANADE WITH MARSEILLE DRIVE. WHEREAS, most of the aesthetic enhancements in the Basis of Design Report (BODR) are scheduled for Normandy Sud, which is the south side of the neighorhood; and WHEREAS, this BODR was used in the creation of the design documents now being used during construction in the neighborhood resulting in the Normandy Sud area receiving pedestrian lighting and brick paver crosswalks while the other areas in Normandy Isle are not receiving them; and WHEREAS, Normandy Isle North Homeowners Association (HOA) has requested pedestrian lighting and brick paver crosswalks on Marseille Drive, Calais Drive, Rue Bordeaux, Rue Granville, and Trouville Esplanade along with uplighting of landscaping in the median on Trouville Esplanade; and WHEREAS, staff has developed a plan for the requested pedestrian lighting, brick paver crosswalks, and uplighting that was reviewed and approved by the HOA; and WHEREAS, on October 6, 2008, the CIP Oversight Committee recommended this item for approval by the City Commission; and WHEREAS, on November 18, 2008, the Finance and Citywide Projects Committee recommended this item for approval by the City Commission. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve an amendment to the Basis of Design Report for Neighborhood No. 4, Normandy Isle and Normandie Sud, for pedestrian lighting on Marseille Drive, Calais Drive, and Trouville Esplanade; uplighting of landscaping in the median on Trouville Esplanade; and brick paver crosswalks at the intersections of Rue Bourdeax and Trouville Esplanade with Marseille Drive. FUNDING Pay as You Go Fund 302 previously appropriated in the FY 06/07 capital budget ANALYSIS The Normandy Isle North Homeowners Association (HOA) has requested additional improvements as part of the ongoing Normandy Isle Right-of-Way Improvements program. Specifically, the HOA has requested pedestrian lighting along Marseille Drive, Calais Drive, and Trouville Esplanade; uplighting of landscaping in the median on Trouville Esplanade; and brick paver crosswalks at the intersections of Rue Bordeaux and Trouville Esplanade with Marseille Drive. The HOA believes that the north area of Normandy Isle was under represented during community meetings during the creation of the Normandy Isle Basis of Design Report (BODR.) While staff does not have a complete record of all attendees at the Community Design Workshops and Design Review Meetings, most of the aesthetic enhancements in the BODR are scheduled for Normandy Sud, which is the south side of the neighorhood. This BODR was then used in the creation of the design documents now being used during construction in the neighborhood. As a result, the Normandy Sud area is receiving pedestrian lighting and brick paver crosswalks while the other areas in Normandy Isle are not receiving them. As a consequence of this effort by the HOA, staff has developed a plan for the requested pedestrian lighting, brick paver crosswalks, and uplighting. This plan was reviewed by the HOA and met with its approval. CONCLUSION The Administration recommends approval of the amendment to the Basis of Design Report for Neighborhood No. 4, Normandy Isle and Normandie Sud, for pedestrian lighting on Marseille Drive, Calais Drive, and Trouville Esplanade; uplighting of landscaping in the median on Trouville Esplanade; and brick paver crosswalks at the intersections of Rue Bourdeax and Trouville Esplanade with Marseille Drive.
