SUBJECT: Pine Tree Park Shoreline Restoratio rojec ublic Meeting
The purpose of this LTC is to provide an update to the Mayor and City Commission on the Pine Tree
Park Shoreline Restoration Project and Public Meeting that will be held on January 8, 2009 at
7:OOPM at the Jewish Community Center (JCC) located at 4221 Pine Tree Drive.
The Pine Tree Park Shoreline Restoration Project is managed by the Public Works Department and
consists of a series of environmental enhancements including the removal of invasive vegetation
along the shoreline, planting of native species such as mangroves, and the stabilization of the
shoreline to prevent erosion. In addition, the proposed project design includes the creation of a
kayak launch at an existing low-lying opening in the shoreline at the northern end of the park
(Attachment A). The creation of a kayak launch at this location would provide a public access point
to the Indian Creek Waterway that is both ADA compliant and minimizes impact to the surrounding
protected vegetation.
In 2003, the City authorized Coastal Systems International, Inc. (CSI) to assess the existing Pine
Tree Park shoreline along Indian Creek and to recommend improvements for waterfront access and
marine debris management. A conceptual design was prepared and submitted to the City in
February 2005. The design of this project was temporarily suspended at 30% design plans during
the budget cycle of FY2008. The project is currently under contract with CSI for project design and
engineering. The probable cost of construction is estimated at $270,000; however, the construction
portion of the project remains partially unfunded. The Department is exploring opportunities to
secure grant funds and other sources to complete the construction.
Before moving forward with the design, a public meeting has been scheduled to be sure that
community support has not changed. On January 8th a public meeting will be held to reintroduce this
project to the community. The purpose of this public meeting will be to provide information regarding
the environmental enhancements proposed to the shoreline and gather community feedback
regarding the possible kayak launch. The meeting result will be communicated via LTC to the Mayor
and City Commission.
At the December 22"d meeting of the Neighborhoods/Community Affairs Committee, a discussion
was held regarding the creation of an organic community garden within the footprint of the now
vacant Miami Beach Police canine unit (K-9) training facility in Pine Tree Park. The location of the
proposed kayak launch would lie on the shoreline directly east of the proposed organic community
garden (Attachment B); however, they are separate projects.
