2001-24470 RESO RESOLUTION NO. 2001-24470 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE PLACEMENT OF SIXTY (60) BANNERS FOR ART MIAMI 2002, TO BE HELD JANUARY 4, 2002, TO JANUARY 8, 2002, AS REQUESTED BY THE APPLICANT AT THE FOLLOWING LOCATIONS: MACARTHUR CAUSEWAY, BETWEEN THE COAST GUARD STATION AND ALTON ROAD; 5TH STREET, BETWEEN ALTON ROAD AND OCEAN DRIVE; COLLINS AVENUE, BETWEEN 15TH AND 18TH STREET; CONVENTION CENTER DRIVE, BETWEEN 17TH STREET AND DADE BOULEVARD; MERIDIAN AVENUE, BETWEEN 17TH STREET AND DADE BOULEVARD; WASHINGTON AVENUE, BETWEEN LINCOLN ROAD AND DADE BOULEVARD; DADE BOULEVARD, BETWEEN WASHINGTON AVENUE AND ALTON ROAD; ALTON ROAD, BETWEEN 15TH STREET AND 17TH STREET; SAID BANNERS TO BE AFFIXED TO LIGHT POLES IN THE PUBLIC RIGHT-OF-WAY, MEASURING 3 FEET X 7 FEET AND HAVING COPY AND DESIGN AS SHOWN ON THE ATTACHED DRAWINGS; TO BE INSTALLED AND REMOVED IN ACCORDANCE WITH ALL OTHER APPLICABLE CITY REQUIREMENTS; THE ADMINISTRATION FURTHER RECOMMENDS THAT THESE BANNERS BE INSTALLED NO EARLIER THAN DECEMBER 16, 2001, AND REMOVED BY JANUARY 11, 2002. WHEREAS, the Art Miami 2002 (Applicant) will be held January 4, 2002, through January 8, 2002, in the City of Miami Beach; and WHEREAS, in order to publicize the event and draw attention of the media and the public at large, the Applicant has requested light pole banners, measuring 3 feet by 7 feet; and WHEREAS, the Applicant has been through the required design review permit process in order to obtain approval for said banners; and WHEREAS, said banners are to be installed no earlier than December 16, 2001, and removed by January 11, 2002; and WHEREAS, the Applicant has requested approval and authorization for the placement of a total of sixty (60) banners; and WHEREAS, the Applicant has posted a performance bond to ensure the removal of the banners by January 11, 2002, and will ensure that any damage to light poles will be repaired at its expense, and will meet all other applicable City requirements; and WHEREAS, City Code Section 82-411 (d) requires that the Mayor and City Commission approve the installation of temporary banners. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein approve and authorize the placement of sixty (60) banners for the Art Miami 2002 to be held in the City of Miami Beach, January 4, 2002, through January 8, 2002, as requested by the Applicant at the following locations: Macarthur Causeway, between the Coast Guard Station and Alton Road; 5th Street, between Alton Road and Ocean Drive; Collins Avenue, between 15th and 18th Street; Convention Center Drive, between 17th Street and Dade Boulevard; Meridian Avenue, between 17th Street and Dade Boulevard; Washington Avenue, between Lincoln Road and Dade Boulevard; Dade Boulevard, between Washington Avenue and Alton Road; Alton Road, between 15th Street and 17th Street; said banners to be affixed to light poles in the public right- of-way; measuring 3 feet by 7 feet and having a copy and design as shown on the attached drawing; and to be installed and removed in accordance with all other applicable City requirements; the Administration further recommends that these banners be installed no earlier than December 16, 2001, and removed by January 11,2002. The light pole banners for Art Miami 2002 are 3ft. in width and 7ft. in length double faced and are made of vinyl. It will be a process screen printed with 3 colors in a contemporary art format. The text of the light pole banner is the name of the event, location of the event and date of the event. The logo of Art Miami is one square foot of the total area of the pole banner. ADMINISTRATION RECOMMENDATION Subject: Adopt the Resolution. ANALYSIS The City Code Section 82-411 (d) requires that the City Commission approve the installation of temporary banners which reads, in part: AGENDA ITEM e7f}- DATE t -l7-0( Commission Memorandum June 27, 2001 Art Miami 2002 Page 2 (1) The right to install, as well as the number, location and method of installation of banners shall be subject to the design review process and approved by the City Commission and the Public Works Department. (2) Banners shall not exceed three feet in width by seven feet in length. Banners may be double-sided. The color, design and material of all banners shall be approved under the design review process. (3) Banners announcing special events either to be held in City or to be associated in some manner with the city, as determined by the City Commission, may be erected up to 30 days prior to the event being announced and must be removed within seven days after such event. Special event banners shall require prior approval by the City Commission. (4) A performance bond shall be required to ensure the removal of the banners in case of advanced deterioration of the banners, or if a dangerous condition presents itself, the City may at its sole discretion direct banners to be removed at any time. The purpose of the banners is to promote and welcome participants of Art Miami 2002. Art Miami 2002 is an art show designed to reflect Miami Beach's role in today's rapidly evolving global art scene. Art Miami 2002 will feature a slate of over 120 contemporary & modern galleries from 24 countries, and will feature a compelling mix of artwork in all media. The Fair's cutting-edge component, Currents, will double in size, presenting a dynamic section of fresh, young galleries and emerging artists. Art Miami 2002 is celebrating its 12th year in the City of Miami Beach. If approval is granted, the proposed temporary banners are recommended to be installed no earlier than December 16, 2001 and removed no later than January 11, 2002 by the banner company.
