RESOLUTION NO. 96-22112
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA AMENDING RESOLUTION NOS. 86-
18593 AND 92-20607, INCREASING COMMUNITY CENTER USER FEES
FROM $0.50 to $1.00, AND YOUTH CENTER MEMBERSHIPS FROM $31.25
TO $75.00, PER QUARTER, FOR RESIDENTS, AND FROM $62.50 TO
$150.00, PER QUARTER, FOR NON-RESIDENTS.
WHEREAS, Resolution No. 86-18593, adopted on September 17,1986, established youth
center membership fees for residents and non-residents and community center fees; and
WHEREAS, Resolution No. 92-20607, adopted on October 8, 1992, rescinded the user fees
established for community centers; and
WHEREAS, for the purpose of providing vital and creative recreational and social programs
throughout the City a fee schedule revision amending Resolution Nos. 86-18593 and 92-20607 has
been proposed; and
WHEREAS, the proposed fee schedule revision, the first increase in ten (10) years, will
increase revenues necessary to support enhanced program activities and increased expenses; and
WHEREAS, residents who cannot afford to pay for memberships can apply for fee
reductions or fee waivers, assuring that no individual will be excluded from youth center programs
based upon their inability to pay.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that Resolution Nos. 86-18593
and 92-20607 are herein amended and that, effective October 1, 1996, there is hereby established
a new fee schedule for youth center memberships and community center user fees to be charged by
the City of Miami Beach Recreation, Culture and Parks Department, as follows:

RECOMMENDATION:
Adopt the Resolution which revises the current user fees for the City of Miami Beach Community
Centers and Youth Center Memberships.
BACKGROUND
The Recreation, Culture and Parks Department has reviewed Youth Center membership and
community center user fees for Recreation Division programs to assure that revenues reasonably
approximate expenditures necessary to provide the programs and activities that residents request.
The proposed fee increase was initially highlighted in the budget message of the FY1996/97
Proposed Budget and discussed further in the Recreation, Culture and Parks section. The proposed
fee schedules are consistent with surrounding municipalities and meet with the concurrence of the
Youth Center Advisory and Recreational Facilities and Parks Advisory Boards. If approved, the
Youth Center membership fee will match fees currently charged in other Recreation Division
Programs.
ANALYSIS
Community Centers
Community Center programs provided by the Recreation Division entitle residents to attend
nighttime programs (musical shows, concerts, and social dances, theme events, etc.) throughout the
city. The fee was decreased from $1.00 to $0.50 in FY 1992/93. The activities and entertainment
provided in the centers contribute significantly to the quality of life of our diverse community.
Given the increased costs of providing these activities and the low revenues generated, the
administration recommends the proposed fee increase in order to provide reasonable support for the
departments efforts. It is anticipated that the fee increase will generate an additional $7,000 which
has been included in the FY1996/97 Proposed Budget.

YOUTH CENTER MEMBERSHIPS
The Scott Rakow Youth Center offers a variety of cultural and recreational experiences for children
of Miami Beach. The quarterly/annual membership fee enables the member to use the Youth Center
on a drop-in basis, enjoying use ofthe bowling lanes and ice rink at no extra charge (exclusive of
shoe rental and professional instruction) after 6:00 p.m. daily and on weekends during the summer.
The Youth Center also provides after-school transportation to the center from Miami Beach
Elementary and Junior High Schools for its members. Organized after-school programs include a
variety of activities such as cultural field trips, arts and crafts, athletics (leagues), and special events.
It is anticipated, if approved, that the fee increase will generate an additional $27,000, which has
been included in the FY 1996197 Proposed Budget. The proposed increase is as follows:

Current fees for comparable after-school programs in neighboring municipalities are as follows:

The survey results illustrate that current program fees charged by the City are the lowest of any
local municipality providing similar activities. The City, upon adoption of the proposed fee
increase, would continue to provide a comparable value at a lower price. Youth Membership fees
were last revised in FY1986/87. Further, the proposed fee will he consistent with fees
charged for participation in other Recreation Division programs.
Fee reductions or fee waivers have been available for qualified Miami Beach residents, assuring
that no child will be excluded from either Playground or Youth Center programs based on their
inability to pay. In Fiscal Year 1995/96, this policy currently results in the granting of 1,718 fee
reductions and waivers, which results in the City underwriting $181,650 of operational expenses
needed to offer these programs.

CONCLUSION
The Administration recommends adoption of the resolution establishing a new fee schedule for
Community Centers and Youth Center memberships. The increases are necessary to help defray
the increased costs of providing these recreational programs, given that the last rate increase was
enacted in 1986, some ten years ago.
