96-22113 RESO RESOLUTION NO. 96-22113 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING $435,000 INTO A NEW WORK ORDER FOR REPAIR OF BRIDGES OWNED BY THE CITY, AND $400,000 INTO A NEW WORK ORDER FOR SEA WALL REPAIRS AND REPLACEMENT, WITH TOTAL FUNDING OF $835,000 AVAILABLE FROM BOND FUND NO. 351. WHEREAS, the Department of Engineering and Construction Management has identified the bridges at Hawthorne and 77th Street (Bridge No. 8767-19); 300 feet North of Normandy Drive (Bridge No. 8767-28); 1,200 feet North of Normandy Drive (Bridge No. 8767-29); and, the bridge 500 feet North of 20th Street and North Bay Road (Bridge No. 8767-07) as requiring prompt repair; and WHEREAS, the Department of Engineering and Construction Management has identified the seawalls at the east side of Indian Creek at 27th Street and Municipal Park; Dade Boulevard (northside) between Meridian and Michigan Avenue; and the North street end of Dilido Island as also requiring immediate repair or reconstruction; and WHEREAS, the total estimated cost of bridge repairs is approximately $435,000, and approximately $400,000 for seawall repairs or replacement; NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize the appropriation from Bond Fund No. 351 of $435,000 into a new Work Order for repair of bridges owned by the City and $400,000 into a new Work Order for seawall repairs and/or replacement, for the total funding amount of $835,000. RECOMMENDATION: Approve the Resolution. BACKGROUND A recent review of city-owned bridges by the Florida Department of Transportation identified several bridges which are in desperate need of repairs. The structural inspection reports shows bridges with a Low Sufficiency Rating which require extensive repairs. The bridge repairs are critical to restoration of the Bridge Sufficiency Rating to a higher (safer) rating, extending the life of the bridges approximately 5-10 years. Further, seawall repairs have been deferred for several years, resulting in the need to quickly begin repair and possible replacement of several sea walls throughout the city. ANALYSIS BRIDGE REPAIR The Administration recommends that $435,000 be appropriated from Fund No. 351 to enable repairs to four bridges that require extensive repairs, and set aside funds for other emergency repair work. The funds are to be used to contract for the services of engineering consultants and marine contractors to conduct all repairs necessary to return them to a higher sufficiency (safety) rating. The bridges that require the most immediate attention are at the following locations: . Bridge No. 8767-07 - 500 feet North of 20th Street and North Bay Road. . Bridge No. 8767-19 - Hawthorne at 77 Street. . Bridge No. 8767-28 - Normandy Waterway (300 feet North of Normandy Drive) . Bridge No. 8767-29 - Normandy Waterway (1,200 feet North of Normandy Drive) AGENDA ITEM R1~ q-U-9~ DATE Bridge and Seawall Repair Page Two September 11, 1996 Seawall Repair Seawall repairs have been deferred for several years, resulting in the need to begin repair and or replacement at various locations throughout the city. The following seawalls have been identified, through inspection and review by city staff and engineering consultants, as the seawalls that require immediate attention: . Dade Boulevard (northside) between Meridian and Michigan Ave. 700 linear feet . East side of Indian Creek at 27th St. and Municipal Park. 220 linear feet . North Street end on Dilido Island adjacent to 836 W. CONCLUSION The Administration recommends that the Mayor and City Commission approve the attached resolution authorizing the appropriation of $435,000 for bridge repair and $400,000 for seawall repairlreplacement from Fund No. 351 into new work orders respectively.
