2001-24491 RESO RESOLUTION NO. 2001-24491 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND ADOPTING THE ALTON ROAD TRAFFIC CALMING STUDYIRECOMMENDATIONS, AS DEVELOPED BY THE CORRADINO GROUP AND THE CITY, WITH INPUT FROM THE ALTON ROAD HOMEOWNERS ASSOCIATION, AND ENDORSED BY THE CITY'S TRANSPORTATION AND PARKING COMMITTEE; AND SUBSEQUENTLY SUBMITTING THE STUDY AND ITS RECOMMENDATIONS TO THE FLORIDA DEPARTMENT OF TRANSPORTATION AND MIAMI-DADE COUNTY PUBLIC WORKS, FOR THEIR RESPECTIVE CONSIDERATION AND APPROVALS. WHEREAS, in response to numerous requests made by the Alton Road Homeowners Association, an Alton Road Traffic Calming Study was prepared by the Corradino Group, with the City's guidance (the Study); and WHEREAS, due to the local arterial nature of Alton Road, the traffic calming techniques and devices recommended by the Study are of a passive nature, with few physical impediments to a motorist's ability to traverse the corridor; and WHEREAS, the Study focus was to provide the motorists with a perception that lower speeds are necessary, due to the proposed regular and rhythmic spacing of devices throughout the corridor; and WHEREAS, three public meetings were held, respectively on March 11, May 3, and May 31,2001, to discuss the Study and its nineteen (19) recommendations, and receive input from the Alton Road Homeowners Association and other interested parties; and WHEREAS, a presentation was made to the City's Transportation and Parking Committee, on June 11,2001, which resulted in an endorsement of the Study and its recommendations; and WHEREAS, the City Commission fully discussed the Study and its recommendations at a special Commission Workshop, held on June 21, 2001; and WHEREAS, in submitting the Study and its recommended traffic calming techniques and devices to the Florida Department of Transportation (FDOT), it is herein requested that FDOT provide the City an opportunity to meet and explain its recommendations prior to FDOT's issuance of a final position on the Study; and WHEREAS, subsequently, the FDOT-approved street calming techniques and devices will be submitted to Miami-Dade County Public Works for their approval, in accordance with the County's Street Closure Traffic Flow Modification Manual; and WHEREAS, the City herein requests that FOOT agree 1) to incorporate the applicable street calming measures into the final design/engineering plans for the Alton Road resurfacing project; and 2) to consider funding at least certain elements of a approved street calming project. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and adopt the Alton Road Traffic Calming Study/Recommendations, as developed by the Corradino Group and the City, with input from the Alton Road Homeowners Association, and endorsed by the City's Transportation and Parking Committee; and subsequently submit the Study and its recommendations to the Florida Department of Transportation and Miami- Dade County Public Works, for their respective consideration and approvals. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS In response to numerous requests made over the past several years by the Alton Road Homeowners Association, an Alton Road Traffic Calming Study (the Study) has been prepared by the Corradino Group, under the City's direction and guidance. Three public meetings were held, respectively on March 11, May 3, and May 31. 2001, to receive the resident's input. The residents' reaction to the Study-recommended calming measures was favorable. However, certain residents expressed their views regarding poor drainage and lack of adequate parking in front of their properties; items which are unrelated to the scope of services of this Study. A presentation was made to the City's Transportation and Parking Committee, on June 11,2001, which resulted in an endorsement of the Study and its recommendations. A Commission Workshop to discuss the proposed traffic calming measures was held on June 26, 2001. SR 907/ Alton Road is under the control and jurisdiction of the Florida Department of Transportation (FOOT), and is defined as a local arterial road which also serves as a primary hurricane evacuation route. These facts were considered in the development of the Study and limited the extent and intensity of the street calming recommendations. The purpose of the Study was to identify applicable traffic calming strategies and techniques for Alton Road, between Michigan A venue and Indian Creek Drive, with its main objectives being as follows: AGENDA ITEM C-7W b-27-()/ DATE June 27, 2001 Commission Memorandum Alton Road Traffic Calming Study Page 2 1. Reduce the occurrence of speeding, therefore enhancing the neighborhood's livability; 2. Assess the implication of using traffic calming measures on the corridor, given its function as an arterial roadway and hurricane evacuation route; 3. Assess the probable impacts of Alton Road traffic calming on the adjacent roadways; and 4. Provide the City with recommendations as to the implementation of a successful traffic calming plan. NOTE: plan design was not a component of this particular study. The Study and its Recommendations: Due to the arterial nature of Alton Road, the traffic calming techniques and devices recommended by the study are more of a passive nature, with few physical impediments to a driver's ability to traverse the corridor. The study focus was to provide the motorists with the perception that lower speeds are necessary, due to the regular and rhythmic spacing of devices throughout the corridor. Although motorists will be encouraged to drive at slower speeds, the implementation of calming techniques and devices will not change the character of the road, from a mobility standpoint. The study recommendations are fully explained in the Study Executive Summary, which is attached to the Agenda packet and summarized as follows: <> Enhanced pedestrian crosswalks <> Speed tables, pavement markings <> Increased parking lane <> Neckdowns <> Signal timing <> Left turn restrictions <> Gateways <> Enhanced landscaping <> Miniature traffic circles <> Stop signs and signage <> Signal warrant analysis <> Round-about <> Left turn storage bays <> Traffic semi-diverters <> Intersection consolidation <> Enforcement of speed limits <> Weight restriction <> Pedestrian signal <> Mt. Sinai direct access ramp (long range) After City Commission approval/adoption of the Alton Road Traffic Calming Study and its recommendations, the additional approval and implementation processes will follow: <> The Study and its list of recommendations will be submitted to FDOT. The City will request an opportunity to meet with FDOT and explain the Study recommendations prior to FDOT's approval/diaspproval of the components of the Study. June 27, 2001 Commission Memorandum Alton Road Traffic Calming Study Page 3 o FDOT may not approve all of the Study-recommended traffic calming measures. o Subsequently, the FDOT-approved traffic calming techniques and devices will be submitted to Miami-Dade County Public Works for their approvaL In accordance with the Dade County Street Closure Traffic Flow Modification Manual, temporary installation and analysis will need to be conducted to measure effectiveness. Final implementation occurs if/when measures prove to be effective. o FDOT incorporates the applicahle traffic calming measures into the final design/engineering plans for the drainage, milling and repaving project for the Alton Road corridor, which FDOT has scheduled for construction in 2003. o As stated in the attached Resolution, and as part of the negotiations with FDOT, the City will request that the FDOT consider funding at least certain elements of an approved traffic calming project. \) Only after all previous steps are in place, will the City be able to develop a preliminary cost estimate and, ultimately, a budget to implement the traffic calming techniques and devices along the corridor, \) City provides funding for the traffic calming component of the larger Alton Road project, utilizing City General Obligation Bond funds and eventual grant funds that may be awarded for this purpose. The G. O. Bond Program allocated $870,000 for Alton Road Enhancements, of which $15,000 were appropriated for the purposes of this Study, leaving $855,000 available for the project's final design and implementation. In order to meet FDOT's July 1, 2001 deadline for the incorporation of the applicable traffic calming measures (minus the landscaping component) into the final design/engineering plans for the Alton Road resurfacing project, it is essential that this Study and its recommendations be approved and adopted by the City Commission at this meeting.
