A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
APPROPRIATION OF $24,000 IN CONCURRENCY MITIGATION
(MIDDLE BEACH) FUNDS FOR THE IMPLEMENTATION OF
INTERSECTION IMPROVEMENTS ON 41ST STREET AT INDIAN
CREEK DRIVE; SUCH TRAFFIC OPERA nON/SAFETY IMPROVEMENTS
BEING RECOMMENDED BY THE MUNICIPAL MOBILITY PLAN (MMP),
AND DESIGNEDIENGINEERED BY THE FLORIDA DEPARTMENT OF
TRANSPORTATION.
WHEREAS, the Miami Beach Municipal Mobility Plan (MMP) recommended that
intersection improvements be made at 41st Street and Indian Creek Drive to implement protected,
dual left turn movements for northbound Indian Creek traffic (the Project); and
WHEREAS, the Project was heard and endorsed respectively by Middle Beach residents at
and advertised public meeting held on August 23, 2000, the City's Transportation and Parking
Committee meeting on September 11, 2000, and by City Resolution No. 2000-24093, dated
September 27,2000; and
WHEREAS, the City requested and obtained approval from the Florida Department of
Transportation (FOOT), which has also prepared the necessary implementation plans for the Project;
and
WHEREAS, Project implementation will include the following elements: design support
as needed, obtain the required permits from Miami-Dade County and FOOT, prepare and implement
a movement of traffic plan (MOT), implement the Project (roadway striping/demarcation, split-
phase signalization), provide field review and required inspection services; and
WHEREAS, Concurrency Mitigation (Middle Beach) Funds are available for the purpose.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, that the Mayor and City
Commission hereby authorize the appropriation of $24,000 in Concurrency Mitigation (Middle
Beach) funds for the implementation of intersection improvements on 41st Street at Indian Creek
Drive; such traffic operation/safety improvements being recommended by the Municipal Mobility
Plan (MMP), and designed/engineered by the Florida Department of Transportation.

SUBJECT: MULTIPLE LOCATIONS ON MIAMI BEACH (CTP 2001-02-0024)
Dear Mr. Johnson:
This is in response to the City of Miami Beach request for approval of protected I permitted
left turn phasing for Alton Road at the intersections at 8th, 11th, 15th, and 16th Streets and
at Dade Boulevard. According to a subsequent letter received from you, this phasing is
requested for the southbound movements at 11 th, 15th, and 16th Streets and at Dade
Boulevard. It is requested for the northbound movements at 8th and 11 th Streets. The
Department concurs with all requested movements except the northbound Alton Road left
turn at 11 th Street. This is a light movement and neither the Traffic Engineering Study
prepared for Miami Beach nor the earlier one prepared for the State recommended this
movement to be a protected phase. It is understood from this letter dated April 4, 2001
that the City of Miami Beach is prepared to implement these phase adjustments on
approval from FDOT.
Regarding the request to shorten the left turn lane on Collins Avenue at 71" Street, the
Department collected data the week of March 24-31 and reached the following
conclusions: If the left turn lane has more than its capacity to store vehicles, the left
turning traffic will block one of the through lanes, and the northbound through flow
capacity will be reduced by up to 50%. The present left turn lane is 140 feet long. This is
typically enough to store five to six vehicles. If another parking space is added, the storage
capacity will be reduced by one vehicle. The data collected indicated that there were thirty-
four time periods of 15 minutes each with average left turn volumes per cycle exceeding
five vehicles. The present capacity would have been exceeded three times. Therefore the
Department's position is that the provision of even one additional parking space at the
expense of the existing left turn lane will cause the intersection level of service to decrease
substantially during periOds of peak traffic and the Department will not permit this action.
Regarding the installation of dual left turn lanes on eastbound 41" Street onto northbound
Indian Creek Drive, the Department has approved this improvement and was awaiting
inclusion of this plan in a permit job referred to as the "bridge job" to be presented to the
Department. This permit was recently submitted to the Department for review and it was

noted that the intersection improvement was not included. It was returned requesting
revision to include the Indian Creek @ 41" Street intersection improvement. During a
telephone conversation last week you indicated that you expected delay of the bridge job
pending approval of a local historical society. In order to proceed more quickly with the
intersection improvement, you inquired of the possibility of submitting the intersection
improvement as a separate permit. I have spoken with our Permits Department regarding
this request. There will be no problem with this, but it must be understood that the bridge
job will not be approved before completion of the intersection improvement job. It must
also be understood that Miami-Dade County Public Works will be the permittee for the
signal work and that the city of Miami Beach may be the permittee for the signing and
pavement marking work. Your consultant for the bridge job must be notified to make
changes to plans submitted to be consistent with the proposed intersection improvement.
This addresses each of the issues originally presented regarding changes on Alton Road, at
the intersection of Collins Avenue @ 71" Street and at the intersection of Indian Creek
Drive @ 41 Sf Street. If you have any questions or further comments, please call, write or e-

ANALYSIS
The intersection of 41st Street with Indian Creek Drive presently features only one designated lane
on 41st Street for northbound turns onto Indian Creek Drive. Particularly during the P.M. peak hour,
when a long line of queued vehicles form and wait in the designated lane for the protected left-turn
arrow, other vehicles use the through center lane to complete an illegal left-turn movement. This
does create a hazardous and unsafe condition at the intersection.
For years, area activists, hotel and business owners, and the City's Transportation and Parking
Committee (TPC) have requested that the 41st Street pavement be restriped at the intersection to
allow dual left-turn movement onto northbound Indian Creek Drive. Their suggestion was later
reinforced by a recommendation in the City-adopted Municipal Mobility Plan (MMP), which also
called for improved split-phase signalization to facilitate shared use (northbound left-turn and/or
straight ahead) of the second lane.
The proposed 41st StreetlIndian Creek Project was introduced to and endorsed by the Middle Beach
community at an advertised public meeting held at the Colonial Bank Building on August 23, 2000.
It was also endorsed by both the City's Transportation and Parking Committee, on September 11,
2000, and by Commission Resolution No. 2000-24093, dated September 27,2000. Subsequently,
the City requested and obtained approval from the Florida Department of Transportation (FDOT),
which has also prepared the necessary implementation plans for the Project.

Therefore, the Administration recommends that Concurrency Mitigation (Middle Beach) Funds be
appropriated for the purposes of this Project, in an amount not to exceed $24,000. Subsequently,
as authorized by City Code, the City Manager will award a contract to the best and lowest bid
received as a result of three solicitations. The Project consultant/contractor will provide the
following services to the City: design support as needed, obtain the required permits from Miami-
Dade County and FDOT, prepare and implement a movement of traffic plan (MOT), implement the
Project (roadway striping! demarcation, split-phase signalization), provide field review and the
required inspection services.
The Administration recommends approval of the Resolution so that an additional MMP-proposed
project can be implemented in Middle Beach, without further delay.
