WHEREAS, Request For Qualifications No. 05-08/09 for re-design, bid and award, and
construction management services in the-not to exceed amount of $90,000, for the re-design
component for Sunset Islands 1 & 2 Neighborhood Right-of-Way Improvement Project, to
include additional stormwater infrastructure (the "RFQ") was issued on November 5, 2008, with
an opening date of December 17, 2008.; and
WHEREAS, apre-proposal conference was held on November 20, 2008; and
WHEREAS, the following ten (10) firms submitted qualifications:

2. Schwebke-Shiskin & Associates, Inc.;
3. EDC Corporation;
4. Aldo P. Gonzalez & Associates, Inc.;
5. Chen & Associates;
6. Eisman & Russo, Inc.;

10. BCC Engineering; and
WHEREAS, the City Manager appointed an Evaluation Committee, consisting of the
following individuals:
• Joseph DiBella, Sunset Island I Resident and Member Sunset Islands HOA;
• Christina Cuervo, Resident and CIPOC Member;
• Elizabeth Camargo, Sunset Island II Resident and CIPOC Member;
• Jorge Cano, P.E., Assistant Director, CIP Office;
• Eugene Egemba, P.E., Civil Engineer, Public Works Engineering Department;
• Fernando Vazquez, P.E., City Engineer, Public Works Engineering Department;

WHEREAS, on January 21, 2009, the Committee convened to rank the firms'
qualifications; and
WHEREAS, each firm gave a ten (10) minute presentation, which was followed by a
twenty (20) minute question and answer session with the firm's proposed project manager; and
WHEREAS, the Committee reviewed and evaluated the qualifications of the ten (10)
firms submitting responses and ranked Chen & Associates, as the top ranked firm; Schwebke-
Shiskin & Associates, Inc., as the second ranked firm; and Robayna & Associates, Inc., as the
third ranked firm; and
WHEREAS, the City Manager concurs with the Committee's rankings.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
accept the recommendation of the City Manager pertaining to the ranking of qualifications
pursuant to Request for Qualifications (RFQ) No. 05-08/09, for re-design, bid and award, and
construction management services in the not to exceed amount of $90,000, for the re-design
component for Sunset Islands I & II Neighborhood Right-of-Way Improvement Project, to
include additional stormwater infrastructure; Authorizing the Administration to enter into
negotiations with the top ranked firm of Chen & Associates; and should the Administration not
be able to negotiate an Agreement with Chen & Associates, Authorizing the Administration to
enter into negotiations with the second ranked firm of Schwebke-Shiskin & Associates, Inc., and
should the Administration not be able to negotiate an Agreement with Schwebke-Shiskin &
Associates, Inc., authorizing the Administration to enter into negotiations with the third ranked
Firm of Robayna & Associates, Inc.; and further authorizing the Manager or his designee to
negotiate an Agreement with the successful proposer for re-design, bid and award and

The City Manager appointed an Evaluation Committee that convened on January 21, 2009. Each Firm
gave a 10-minute presentation, which was followed by a 20-minute Question and Answer (Q&A) session
with the Firm's proposed Project Manager. At the conclusion of the last Question and Answer (Q&A)
session, the Committee evaluated the qualifications of all ten (10) firms, and ranked them as follows:
• Top ranked -Chen & Associates
• Second ranked -Schwebke Shiskin & Associates, Inc.
• Third ranked -Robayna & Associates, Inc.
Since the current Engineer of Record, CH2M HILL has completed the design to 90%, the Selected Firm
(replacement Engineer of Record) will have to provide complete construction documents; therefore, the
City Administration requests that the City Commission further authorize the City Manager or his designee
to negotiate re-design, bid and award and construction management services. It is anticipated that these
services will exceed the $90,000.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
On November 5, 2008, the Mayor and City Commission approved the issuance of Request
for Qualifications (RFQ) No. 05-08/09 for Architectural, Engineering, Urban Design, and
Landscape Architecture, for re-design, bid and award, and construction management
services in the not to exceed amount of $90,000, for the re-design component for Sunset
Islands I & II Neighborhood Right-of-Way Improvement Project, to include additional
stormwater infrastructure.
The City of Miami Beach (the "City") has implemented various programs to improve the
quality of life of residents in the City's 13 neighborhoods via 24 capital improvement projects.
CH2M Hill is the City consultant for the Bayshore, Neighborhood 8, which includes four bid
packages. Three of the four bid packages are substantially designed including Sunset
Islands I & II.
In April 2008, a number of residents in the community expressed dissatisfaction with the
design and scope of work, particularly the lack of stormwater improvements. Numerous
meetings were held with representatives of the Sunset Islands I & II Home Owners
Association (HOA), with a consultant retained by the HOA, with the City consultant, and with

City staff. Specific HOA requests, above the original project scope, included new drainage
structure and piping, installation of valley gutters, connections / upgrades to existing outfalls,
total road reconstruction and atwo-inch asphalt roadway surface.
Prior to the decision to consider the issuance of the RFQ for a new design engineering
consultant, the City approved an increase to the project's capital budget to provide additional
stormwater construction and stormwater contingencies funding. This was done in
anticipation that the stormwater scope of the project might be expanded to accommodate
the request to increase the stormwater drainage service level. This additional funding,
identified as "Proposed Future stormwater Bond" was approved as part of the Fiscal Year
2008-2009 Capital Budget for the Sunset Islands I & II ROW project, and is anticipated to
accommodate a significant portion of all of the HOA requested improvements mentioned
above.
Following meetings with the HOA, the Administration directed staff to secure a proposal from
CH2M Hill for the additional professional services that would be necessary to complete the
re-design to accommodate the additional scope items. CH2M Hill submitted a proposal in
the amount of $44,444 for revised modeling and $200,000 for revising the design and
reworking the construction documents.
At its September 16, 2008 meeting, the Finance and Citywide Projects Committee approved
that a RFQ be issued for the proposed project re-design with professional services fees not
to exceed $90,000 for the re-design component. The bid and award and construction
management services components fees will be separately negotiated. The re-design is to be
completed, through 100% construction documents, within 120 days of the Notice to Proceed
(NTP), and permitting is to be secured within 180 days of the NTP. Should this work be
awarded to a firm other than CH2M Hill, the City would exclude this bid package from the
negotiations with CH2M Hill for the Bayshore Construction Administration and Resident
Project Representative Services.
The scope of services for this project is limited to the Sunset Islands I & II Neighborhood
Right-of-Way Improvement Project. The Project (Project) is funded byPay-As-You-Go Fund,
Gulf Breeze 2006 Bond, Proposed Future Water and Sewer Bond Funds, and Proposed
stormwater Bond Funds.
In accordance with the direction of the City Commission at the October 22, 2008 meeting,
the RFQ document has been further modified to reflect the modifications agreed upon with
Mr. William Goldsmith, Sunset Island I & II resident.
SECTION I -SCOPE OF SERVICES:
A. Background
The Project provides for stormwater management and potable water distribution system
upgrades as well as restoration and enhancement of the neighborhood's hardscape,
landscape, and streetscape consistent with the Bayshore Neighborhood Basis of Design
Report (BODR), the City's Water and stormwater Master Plans, all applicable jurisdictional
regulatory requirements, and community preferences. Under the City's Comprehensive
stormwater Management Program Master Plan, Sunset Islands I & II are not categorized as
priority stormwater basins. Sanitary sewer upgrades are not anticipated as part of the
Project.
Previously, another Consultant performed a variety of field investigations and community
planning tasks culminating in the creation of the Bayshore BODR, which was approved by
the City of Miami Beach Commission. This BODR served as the definitive Master Plan for

the Project. The Consultant subsequently designed the Project and produced 100% design
documents (Existing Plans) for Bid Package 8B: Bayshore -Lower North Bay Road and
Sunset Islands I & II.
The BODR anticipated and the Existing Plans provided only spot drainage improvements on
Sunset Islands I & II and, in response to the desire of the residents, did not attempt to
reclaim privatized swales. However, the City has determined that it is in its best interest to
attempt to design a stormwater system that will accommodate a 5-year 1-day storm event.
The Selected Firm should design improvements to treat and dispose of the stormwaterfrom
a 5-year 1-day storm to the extent possible without disturbing existing swales. It is
anticipated that these improvements would include additional stormwater inlets at
intersections, additional piping, and valley gutters.
B. Professional Services
It is anticipated that a Firm whose specialty and primary business is in the practice of civil
engineering shall head the selected Project Team. Other Team members may include an
urban designer/planner and a landscape architect as subconsultants with extensive design,
upgrade, and urban retrofitting experience, including environments with new streetscape,
drainage, water/sewer, and utility improvements. The Selected Firm must demonstrate
streetscape and utility design and construction administration expertise, based on the
successful completion of a number of projects of similar complexity for other governmental
and/or private entities. Firms with extensive experience and capabilities are encouraged to
submit details of their qualifications and experience.
The Project requires professional engineering services to be provided. To this end, the
Selected Firm shall provide a successor professional engineer that shall be able to
document and produce upon request evidence that he/she has recreated all the work done
by the original Consultant in the Existing Plans. Successor professional engineer shall
adhere to professional guidelines established in Florida Administrative Rule 61 G15-27.001.
The Selected Firm shall also utilize the City of Miami Beach ROW Infrastructure
Improvement Program General Right of Way Program Design Standards Manual (DSM),
August 2002 and any updates to supplement details required to complete the Project.
The Selected Firm shall be tasked with the following duties and responsibilities:
• Task 1 Planning Services: Not Required.
Task 2 Design Services: The purpose of this Task is to establish requirements for
the preparation of contract documents for the Project. Note that the Selected Firm
shall be required to perform a variety of field investigation tasks to verify, to the
extent practicable, existing conditions and the accuracy of base maps to be used for
development of the contract drawings. These tasks include, but may not be limited
to, upgrade /refresh existing survey data, underground utility verification and
coordination with proposed design improvements, and development of a
comprehensive listing of encroachments in the Right of Way using formats
established for the City's Right of Way Infrastructure Improvement Program. In
addition, the Selected Firm shall follow City standards for the preparation of contract
documents, inclusive of drawings, specifications and front-end documents and cost
estimates.
Presentation formats for Review Submittals shall be prepared at the 60% design
completion stage. Contract documents shall be subject to constructabilityand value
engineering reviews to be performed by others. The Selected Firm shall work with
the City to adjust /revise project scope as may be deemed necessary to meet
established budgets as the design evolves from earlier to latter stages of completion.

In addition, the Selected Firm shall attend and participate in a community design
review meeting and apre-construction kick-off meeting to review the design with the
residents. The Selected Firm shall also be responsible for reviewing and securing
regulatory approvals of its contract documents from all jurisdictional permitting
agencies and boards prior to finalization. To facilitate the implementation of a Public
Information Program, the Selected Firm shall provide electronic files of all project
documents as directed by the City. City in-house Departments shall be required to
respond, in writing, to all review comments. Presentation formats shall be as directed
by the City.
Note that the Selected Firm shall establish and maintain an in house Quality
Assurance /Quality Control (QA/QC) program designed to verify and ensure the
quality, clarity, completeness, constructability, and bid potential of its contract
documents.
Task 3 Bid and Award Services: The Selected Firm shall assist City in bidding and
award of the contract. Such assistance shall include facilitating reviews of its contract
documents with applicable Procurement, Risk Management, and Legal Department
representatives. In addition, the Selected Firm shall furnish camera ready contract
documents for reproduction and distribution by the City, attend pre-bid conferences,
assist with the preparation of necessary addenda, attend the bid opening, and assist
with the bid evaluation and recommendation of award by the City. The Selected Firm
shall provide "As-Bid" documents for use during construction.
Task 4 Construction Management Services: The Selected Firm shall perform a
variety of tasks associated with the administration of the construction contract and
construction management of the project. These shall include attendance at the pre-
construction conference, resident construction kick-off meetings, attendance at
weekly construction meetings, responding to Contractor requests for information /
clarification, responding and evaluating Contractor requests for change orders /
contract amendments, review of shop drawings, review of record drawings, review
and processing of contractor applications for payment, specialty site visits, project
closeout reviews including substantial and final punch list development and project
certification. In addition, the Selected Firm shall provide full time resident project
representation and observation duties on the site including daily construction reports,
and certify the final construction as complete in accordance with all jurisdictional
requirements.
• Task 5 Additional Services: No additional services are envisioned at this time.
However, if such services are required during the performance of the Work, they
shall be requested by the City and negotiated in accordance with contract
requirements.
• Task 6 Reimbursable Services: The City may reimburse additional expenses such
as reproduction costs, survey, geotechnical work, and underground utility verification
costs.
C. Scope of Proposed Improvements
Proposed improvements for the Project consist of various streetscape, hardscape, water,
and stormwater system improvements as illustrated on the Existing Plans and generally
described below:
streetscape / Hardscape Improvements:
Proposed Improvements: As shown on the Existing Plans, the proposed
improvements to be performed for this project are based upon the BODR. The intent

is to maintain existing pavement widths, including any gutters, as well as one and
two-way traffic configurations. The City anticipates existing roadways need to be
rebuilt. Existing roadway surfaces shall be removed /milled and resurfaced to
provide a minimum 2-inch thickness of asphalt. Existing roadway limerock base shall
be reworked, regraded, and recompacted, and additional limerock be imported, as
required, to achieve an eight-inch base that will meet roadway structural
requirements. All asphalt slopes shall meet jurisdictional agency requirements.
Proposed streetscape / hardscape improvements include but are not limited to:
o Landscaping within the Right-of-Way
o Sidewalk Extensions (ADA ramps)
o Damaged Sidewalk Replacement
o Curbing and Valley Gutter
o Existing Utility Verification
o Pavement Markings and Signage
o Removal of Encroachments
o Traffic Flow Modifications
o On-Street Parking Improvements
stormwater System Improvements:
• Existing System: The Existing Plans are based on the stormwater system proposed
by the BODR; a concept that has been rejected by the City. Instead, the City is
attempting improvements that will accommodate the 5-year 1-day storm.
Proposed Improvements: In developing proposed hydraulic model designs
concepts, the Selected Firm shall note that stormwater discharges from the existing
drainage system to Biscayne Bay via eleven outfalls, including a newly approved 24-
inch outfall for the southwest corner of Sunset Island 2. Most of these outfalls are in
easements through private property that has been improved. Where possible and
practical, the City desires to modify these to add outfall capacity. In situations,
however, where work in side yard and back yard easements would unduly impact
residential properties, the City does not typically attempt to modify the outfalls.
Regulatory agency required treatment must be provided via collection and disposal
through gravity /injection wells and exfiltration trenches. Gravity /injection well and
pump station systems may also be used for disposal to the extent that the existing
outfalls have a limited capacity.
Existing below grade stormwater transmission mains /culverts shall remain in
service to the extent possible for good value engineering. To this end, new storm
water piping and new concrete drainage structures may be installed to augment
capacities as necessary. It is assumed that the Selected Firm shall propose any new
installations of collection and transmission infrastructure that may be required to
meet the intent of the SWMP, above and beyond existing and baseline infrastructure
identified in the Existing Plans for City consideration.
Water System Improvements:
• Existing System: The Existing Plans include proposed 8-inch diameterwater main
replacements for existing water mains.

• Proposed Improvements: The Selected Firm shall prepare final contract
documents to include all mains shown in the Existing Plans relocated as necessary
to accommodate the additional drainage.
As a part of the water main design effort, the Selected Firm shall include
reconnection to existing and installation of new fire hydrant assemblies as may
required to meet applicable jurisdictional permitting requirements.
The Selected Firm shall install new service connections to replace existing
connections. This effort shall include coordination with the City Public Works
Department to ensure that any existing meters which are deemed to require
replacement (by the City) are replaced with new units. The City Public Works
Department shall provide new meters, and the Selected Firm shall require that all
service connection piping upstream of the meter to the new main be replaced with
new service lines.
Where not currently shown in the Existing Plans, the Selected Firm shall add fittings
and valves at all intersections along the route of proposed water mains to result in a
fully interconnected system with isolation valves at all crossings in all directions. The
Selected Firm shall also add fittings and valves at crossings between proposed and
existing to remain water mains for operational flexibility and ease of maintenance.
Construction Sequencing Plan:
The Selected Firm shall incorporate construction sequencing restrictions into its
contract documents to minimize impacts on residents, yet result in a reasonable and
constructible project.
Addressing Layer of Subsurface Organic Material:
Firms shall note that an organic "muck" layer occurs intermittently throughout the City
at varying (yet sometimes shallow) depths.
Further, the City is amenable to the Selected Firm revising the depth of cover on
proposed below grade utilities to a minimum of 18-inches of cover as long as the
Selected Firm proposes an alternative bedding or wall class thickness of pipe that
will satisfy anticipated load requirements. In addition, the City is also amenable to a
revised bedding depth below the pipe of 12-inches within organic layers -pending
recommendation of such by the new Design Engineer of Record and concurrence
from the City Public Works Department.
Updating Existing Plan Topographic Survey Data:
The Selected Firm shall verify /update the information presented as existing
conditions in the Existing Plans to the extent necessary to ensure that the proposed
improvements do not negatively impact existing /proposed facilities. To this end, the
Selected Firm should verify that: the design is in compliance with ADA requirements;
rim and grate elevations match surrounding grades; proposed landscaping does not
conflict with existing improvements; recent improvements are properly identified,

Cost Opinions:
The Selected Firm shall prepare opinions of probable construction costs for each
design completion stage submittal. The accuracy of the cost estimate associated
with the 60% completion stage shall be +30% to -15% "Budget" Level as defined by
the American Association of Cost Engineers. The accuracy of the cost estimate

associated with the 90 and 100 percent completion stage shall be a +15% to -5%
"Definitive" Level Estimate as defined by the American Association of Cost

advise if portions of the project need to be deleted, phased, and/or bid as alternate
bid items to satisfy existing fiscal constraints.
RFQ No. 05-08/09 was issued on November 5, 2008 with an opening date of December 17,
2008. Apre-proposal conference to provide information to firms submitting a response was
held on November 20, 2008.

The evaluation panel ranked the proposing engineering firms based on the total number of
number one (1) rankings received. Based on this criterion, Chen & Associates, who received
four (4) of the seven (7) number one (1) rankings from the panel, was selected as the top
ranked firm. Schwebke-Shiskin & Associates, Inc., who received two (2) out of seven (7)
number one (1) rankings was selected as the second ranked firm, and Robayna and
Associates, Inc., who did not receive any number one (1) rankings, but received four (4)
number two (2) rankings was selected as the third ranked firm. Although Schwebke-Shiskin
& Associates, Inc., and Robayna and Associates, Inc., had the same aggregate total of 22
points, Schwebke-Shiskin & Associates, Inc., was ranked as the second firm because they
received two (2) number one (1) rankings versus Robayna and Associates, Inc., not having
received any number one (1) rankings.
Following successful negotiations, the results will be presented at the CIP Oversight
Committee (CIPOC) meeting of March 2, 2009. The City Manager's recommendation
relative to the professional services agreement, and the CIPOC's recommendation, will be
presented at the March 18, 2009 Commission Meeting. Construction management services
fees will be negotiated separately and presented to CIPOC and the City Commission upon
successful completion of the design phase.
Since the current Engineer of Record, CH2M HILL has completed the design to 90%, the
Selected Firm (replacement Engineer of Record) will have to provide complete construction
documents; therefore, the City Administration requests that the City Commission authorize
the City Manager or his designee to negotiate re-design, bid and award and construction
management services. It is anticipated that these services will exceed the $90,000.
CONCLUSION
A Resolution of the Mayor and City Commission of the City of Miami Beach, Florida
accepting the recommendation of the City Manager pursuant to Request for Qualifications
(RFQ) No. 05-08/09, for re-design, bid and award, and construction management services in
the not to exceed amount of $90,000, for the re-design component for Sunset Islands I & II

Description: For the City of Coral Springs, Chen and Associates performed a drainage
master plan for two existing neighborhoods. The neighborhoods were
among the original development in Coral Springs and hence the
infrastructure was not up to ,current standards. In order to reduce costs,

North Miami Beach City Engineer Function.
Chen & Associates was selected as one of the
consultants to participate in the Proud
Neighborhoods Capital Improvement Project for
the City of North Miami Beach. To date, Chen &

master plan to estimate the impact of future
redevelopment within the CRA area on the
existing sanitary sewer system, the existing

NE 168th Street Roadway Improvements.
C&A provided consulting engineering services
for the NE 168 Street (between NE 18 Avenue
and NE 19 Avenue) and NE 18 Avenue (between
NE 168 Street and NE 169 Street) right-of-way
improvements. The scope of the project
included addressing drainage concerns,
providing new curbing and street paving,
replacing/adding sidewalks, providing new
paved parking areas which were gravel, and
providing landscaping areas for future plantings
to be completed by the City.
Key West -General Transportation
Tollgate Shores stormwater Project. Chen &
Associates provided professional engineering
services for the design and permitting of the
stormwater drainage improvements to the
Tollgate Shores Neighborhood, which had a
history of flood problems due to the low ground
surtace elevation.

the prime consultant for the Basis of Design
Report (BODR) and subsequent bid packages.
The second Bid Package addresses sanitary
sewer and drainage improvements. It is in the
phase with a proposed budget of $20 Million.
Broadview Park NIP Amendment #3 - 20"
Water Main Extension. Chen & Associates is
responsible for the design and construction
administration of this 20" Water Main Extension
in SR-7 (US 441). This project is approximately
9,000 LF in length and links two previous Chen
& Associates projects to provide a water source
for the Broadview Park Neighborhood from
Broward County WTP 1A.
This project involves extensive permitting and
coordination with FDOT District IV as the
majority of the water main fell within FDOT
ROW. Utility and General Use permits were
obtained and a 24-hour moving construction
operation was approved by the Department
based on lane closure analysis showing that two
lane closures during night hours and one lane
closure for daytime would suffice the traffic
needs. The night operations include water main
installation and testing while restoration and
materials testing in association with FDOT
inspectors occurred during the day.

Utilities. The Broward County UAZ 307 / 315
Utilities is a $14,000,000 dollar project
replacing existing water and providing sanitary
sewer for County Service Areas in the City of
Dania Beach. The main technical components
include replacing 12-inch water mains in County
Roads, replacing the residential water
distribution system, providing sanitary sewer to
connect existing septic tanks and rehabilitating
or installing new lift stations. In order to
achieve the necessary information, site visits
concentrated on contacting residents to
determine the location of existing tanks. A
great deal of coordination was required to
accommodate developer projects, tie into
County projects and obtain easements for
crossing private properties. GIS was used to
keep track of all ongoing projects and
determine /update projected utility flow rates.

grant monitoring for the installation of a gravity
sewer, drainage and road enhancement for the
Town of Hypoluxo. Coordination was necessary
with FDOT, City of Boynton Beach utilities, City
of Manalapan, South Florida Water Management
District, the Town and its residents. Existing
facilities were integrated into the design of the
new project, thereby eliminating the need for
an additional lift station. Obtaining easements
from some residents was necessary as the
roadway was originally on private property.
During the project, several drainage grant
opportunities were identified and applied for.
Lower Matecumbe Key Drainage. Chen &
Associates was the consultant for the design
and construction administration of installation of
a bike path and drainage improvements on
frontage road along Overseas Highway (US 1)
in the Village of Islamorada near Milepost 74.
Chen & Associates was responsible for obtaining
permits from FDOT District 6 and South Florida
Water Management District for both the bike
path and the drainage facilities.
Broadview Park Raw Water Main
Improvements. The City of Fort Lauderdale
Raw Water Main Project was added to the
Broadview Park Neighborhood Improvement
project to provide a new line for the raw water
well fields within the area. The proposed water
main replaces the existing raw water main
which runs through the middle of Broadview
Park. The Broadview Park project was at the
bidding stage when the raw water main design
`'was requested; as such, Chen & Associates was
required to fast track the design of this raw
water main so that it could be included in the
bid documents. The design included
approximately 3,000 LF of HDPE 24" pipe along
a roadway which was already congested with
other utilities. In order to provide a
constructible design many considerations in
regards to existing utilities, bend radii,
clearances, tie-ins, pipe elevations, pipe
material and other elements were taken. The
project design was completed in time and is
planned to begin construction in late 2008.

In March 2005, voters in the City of Dania
Beach approved the bond referendum. The
Dania Beach City Commission created the
Neighborhood Improvement Advisory Board
(NIAB). The board was given the task to
prepare a final report identifying projects and
initiatives which address the neighborhood
needs. The scope of the projects under the
Neighborhood Improvement Program will cover
sidewalks, traffic calming, and street lighting.
